1. Eligibility and documents to be provided
Any alien may apply for the exemption of Work Permit Requirement except
(1)He/she is a foreign technical or managerial specialist employed by the Chinese Government directly (with the photocopies of relevant proofs), or
(2)He/she is a foreign technical or managerial specialist employed under the fund by the Chinese Government agencies and/or institutions, having a senior technical qualification or special skill as accredited by an relevant authority of his/her home country or an international authority provided that he/she holds a Certificate of Foreign Expert issued by the State Administration of Foreign Expert Affairs (in Original and the photocopies of the substantial pages), or
(3) He/she is an alien approved by the Ministry of Culture to make artistic and/or cultural performance with a Temporary Permit for Commercial Performance (the approval in Original and the photocopies of the substantial pages)
(4) He/she is an alien who does not participate in the management of the enterprise in the case of an FDI enterprise (with relevant proofs of such FDI). 

2. Procedure
(1) The Employer submits relevant documents for application for the exemption of Work Permit Requirement to the FIE Section;
(2)The Employer shall, at time of submitting documents for exemption, complete the registration of exemption at FIE Section.
(3)The FIE Section personnel examine the documents submitted by the Employer for application for exemption.
(4)The FIE Section personnel shall submit the documents examined to the Section Head for review and then to the responsible Bureau officials for approval of the exemption and issuance of relevant certificates.
