----1^st Session of the 3^rd People's Congress of Chongqing on January 20, 2008

 

Fellow Deputies,

On behalf of the People's Government of Chongqing, I would now like to present to you my report on the work of the People's Government of Chongqing in the past five years and the suggestions on the work in 2008 and in next five years for your deliberation and approval. I also welcome comments and suggestions on the report from the members of Chongqing Committee of the Chinese People's Political Consultative Conference (CPPCC).

Over the past five years, we insisted on the guidance of Deng Xiaoping's Theories and the Three Representatives Thought, followed the scientific concept of development, regarded the Chongqing's revitalization, accelerating the construction of the economic center in the upper reaches of Yangtze River and building up an all-round well-off society as our main task, seized the strategic opportunity to deepen the reform and expand the opening-up, dedicated all our efforts to the development and unified all resources and efforts to advance the construction of harmonious society, and pushed forward the development of economy and society onto another new step. They are mainly represented as follows.

----The overall economic forces are substantially enhanced. According to the preliminary statistics, the GDP of the whole city in 2007 reached RMB 411.2 billion, with an average growth rate of 12.6% for the past five years. The regional GDP per capita exceeds USD 2000, one fold increase over 2002. The local financial revenue reached RMB 78.86 billion, a fourfold increase. The deposit balance of local and foreign currency at the fiscal year end of the financial institutions respectively reached RMB 666.2 billion and RMB 519.7 billion respectively, with a individual increase of more than one fold.

----The implementation of West Development Strategy saw great achievement. The cumulative investment on fixed assets over the past five years was RMB 1051.1 billion, 3 times as that in the previous five years. Totally 126 municipal key projects were completed.

----The "Four Big Tasks" assigned by the Central Government have been substantially accomplished. The general progress of the migration from the Three Gorges Reservoir Area has achieved 95%. The large-scale industry enterprises totally made a profit of RMB 22 billion, the overall labor productivity reached RMB 105,000/man.year, with 4.4 times and 1.3 times increase respectively. The absolute poverty population in the rural area was reduced from 940,000 to 500,000. The time for superior air quality in the city proper increased from 221 days to 289 days. The water quality of Yangtze River in Chongqing section was maintained stably at Class II and III.

----The reform and opening-up has made a new achievement. The total assets of the state-owned enterprises under the administration of Chongqing reached RMB 585 billion, up over one fold. The non-public ownership economy accounted for 55.1% of the total GDP in Chongqing. The total amount of export and import trading broke USD 7 billion, with an average yearly increase of 32.9%. Over the past five years, the cumulative direct foreign investment used reached USD 3 billion, while the cumulative domestic investment was RMB 107.8 billion, respectively with an average yearly increase of 31% and 52.9%.

----The development of "One Circle and Two Wings" went on smoothly.The development of the "One Circle" was accelerated, the supporting to the development of the "Two Wings" and the six regional center cities were strengthened. All districts and counties put all their endeavors to their development.

----The living conditions of both urban and rural residents have been drastically improved. Over 1200 policies for the benefit of the people were enacted. The employment of residents living in urban and town areas increased 1.08 million over the past five years, 2.11 million surplus labors in the rural areas were transferred to other employment, and cumulatively 7.48 million persons have been transferred to other employment. For the urban residents, the disposable income per capita reached RMB 13715, the net income per capita for the rural residents reached RMB 3506, with an average year increase of 13.6% and 10.8% respectively

We have accomplished all objective and tasks determined during the 1^st Session of the 2^nd People's Congress of Chongqing, and have duly implemented our commitment and undertakings made by us at the early time of our tenure to all people in the city.

Over the past five years, we mainly committed to the works in ten aspects as follows��

(I) Positively implemented the policies and measures on macro-economic control issued by the Central Government, and the reengineering of economic structure has seen a significant achievement. The three industries structure was adjusted from original 16:39.2:44.8 in 2002 to existing 12.9:44.6:42.5. The leading role of industrial economy became more obvious. The proportion of industry investment in the total investment on fixed assets was lifted up from 18% in 2002 to 33.5%, and proportion of the added value of industry in the total GDP was enhanced from 31.7% to 36.8%. The total number of large scale industrial enterprises increased by one fold, and the number of the enterprise having the sales revenue more than RMB 10 billion increased from 1 to 9. The total industry output made by the Chongqing New North Zone, Economic-Technological Zone, High-Tech Zone, Xiyong Microelectronic Industrial Park, Changshou Chemical Park and Featured Industrial Park accounted for 50% of the total industry output in the whole city. The consumption demand continuously increased, and the total retail amount of social consumables increased 94.6% than 2002. The revenue from travelogue was increased by one fold. The real estate industry saw its steady development. The modern logistics, exhibition and cultural originality were in their ascendant.

Medium and long-term outline for the science and technology development planning was implemented. Chongqing Application Technology Research Institute was established, the establishment of Chongqing Agricultural Science Institute and Chongqing Quality Measurement and Test Research Institute were accelerated, and the number of key national laboratory and engineering technology research center was increased to 11. The interactive development of the University Town and Xiyong Microelectronic Industrial Park was pushed forward. Some key scientific achievements were made, including the silkworm functional genome research, hybrid automotive and 2MW wind turbine generator system. Over the past years, the total number of professional talents was increased by 15.2%, and 11,000 person.times of foreign experts have been introduced. 1050 patents have been registered.

(II) The infrastructure construction was accelerated and the urban and rural areas taken on a new looking. The Overall Plan on the Urban and Rural Areas of Chongqing (2007 - 2020) was approved by the State Council. The urbanization rate was increased from 39.9% in 2002 to existing 48.3%. The traffic conditions in both urban and rural areas were substantially improved, achieving the objective of "8 hours Chongqing" and "Half Hour City Proper". The expressways of Chongqing-Wanzhou,Chongqing-Lingshui,Chongqing-Guizhou, Chongqing-Suining, Dianjiang-Zhongxian and Jieshi-Shuijiang were constructed; with a total mileage breaking 1000km. The total distance of the newly built and modified local trunk roads reached 2500km, and the total distance of the newly built and modified rural road reached over 30,000km. Chongqing-Huaihua Railway and Shuining-Chongqing Railway were constructed. The port cargo-handling capacity was increased by 20 million tons. The passenger throughput in Jiangbei International Airport broken through 10 million person times, ranking as one of largest pivot airports in China. The construction of Wanzhou Airport was completed. The information infrastructure and the application level ranked top position in West China. Over the past five years, the electric installed capacity increased by 4.67 million KW, the 500 KV "��" shape power grid in Chongqing was completed three years ahead of the schedule. Totally 16 bridges crossing Yangtze River or Jialing River were constructed, the length of urban road was increased by 1487km, the 590 square meters of roads in the city proper were paved with the modified asphalt, the coverage of public traffic network reached 75%, and the first light rail line was constructed in West China. 7.89 million square meters of housing with potential hazards were modified and repaired. 90.11 million square meters of urban green land were increased in the whole city, 41 parks was newly built up in the city proper. The lighting project was carried out, making the night view of Chongqing more beautiful.

(III) The efforts to support and benefit the farmers were reinforced, and the construction of new socialist countryside was pushed forward steadily. The agricultural tax and its addition was fully exempted one year ahead that in the whole country. The cumulative financial investment in municipal level to the agriculture, rural areas and farmers over the past five years reached RMB 66.3 billion. The program of "Thousand Villages Promotion and Hundred Villages Demonstration" for new countryside construction went on smoothly, and the implementation of the "Three Hundred Projects" made its new achievement. The comprehensive machinery level for plough, grow and harvest was enhanced by 14.2%. The total crop output maintained at about 11 million tons. 13.15 million mu of superior agricultural products base was constructed. The leading agricultural enterprises at the municipal level were developed into 237 (enterprises). The total economical value of the "Hundred Strong Town" reached RMB 70 billion. RMB 22 billion investment in water preservation sector was made. Kaixian County Liyutang Reservoir and the phase I of Chongqing Water Project went on smoothly, 17 medium reservoirs were constructed, 700 reservoirs with defects were repaired, and the drinking water supply for over 4 million rural residents was solved. 300,000 marsh gas pits was newly constructed in rural area. The labor service economy was greatly developed, RMB 390 million special funds were allotted from the municipal level to the training program for rural labors, the service and management pilot for rural migrant worker was carried out, and the actual problems suffering the rural migrant workers, i.e. employment, social security, children education, residential housing and rights and interests protection etc, have been solved.

(IV) The primary task for the migration from the Three Gorges Reservoir Area has been substantially completed, and the industry development in the Reservoir Area and the migrated people employment found a favorable turn. Cumulatively RMB 45.37 billion was input for the migration dynamic investment, 1.072 million persons were resettled and 1392 enterprises and mines in the immerged area were readjusted. The policies to accelerate the industry development in the Reservoir Area and to assist the migrated people in later stage were enacted. The industry development in the Reservoir Area was obvious accelerated. The urban family with zero employment and the rural migrated family with zero transit employment were completely eliminated. According to the survey and statistics, the unemployment in the urban area of Reservoir Area was reduced from 12.8% in 2005 to 9.3% in 2007. The system of the assistance from national ministries and commissions, other provinces and municipalities and the city proper was formed.

(V) The energy saving and emission reduction were strengthened, and the ecological environment was substantially improved. Over the past five years, cumulatively RMB 25.5 billion were poured into the ecology construction and environment protection, focusing one the four aspects, i.e. blue sky, clean water, green land and quiet environment. 43 enterprises in the city proper which have potential adverse effect on the environment were moved out and modified and 2249 Five Small Enterprises were closed down. 55 wastewater treatment plants and 42 waste disposal yards were constructed; the central disposal rate of urban domestic wastewater reached 68%, and the non-harmful treatment rate of living wastes reached 72%. The protection of natural forest resource, conversion of cropland to forest program, water and soil loss treatment and the construction of green belt around the reservoir were pushed forward, and the forest coverage in the whole city reached 33%. All operation lands were assigned by the means of bidding and auction. The water environment treatment, water falling zone treatment and the second and third stage geological disaster prevention were carried out the Three Gorges Reservoir Area, so as to maintain the ecological security in the Reservoir Area.

(VI) The reform of the economic system was deepened and the development vigor was continuously strengthened. The restructuring reform for the resource, liabilities and property rights of the state-owned enterprises made significant achievement. The eight large construction investment groups totally invested RMB 140 billion over the past five years, and RMB 170 billion was raised. Yufu Company was regarded as the example for the reform of the state-owned enterprises, and Chongqing United Assets and Equity Exchange became the platform for property right transaction in Center and West China. 1007 state-owned commercial and trading enterprises basically completed their reform. The philosophy of "non-prohibition is approved and non-limitation is permitted", and the policies for easier market access, industry and commerce fee exemption and the improvement of financing environment were enacted, and the non-public ownership economy accelerated its development. The public financial framework was preliminarily formed. The reform and restructuring of Chongqing Bank, Southwest Securities, Chongqing International Trust & Investment Co., Ltd and Chongqing Rural Credit Union achieved the material progress, the number of the insurance agency headquarters and regional headquarters ranked top one in West China, the Three Gorges Reservoir Area Industries Credit Guarantee Company was established, and 8 foreign financial institutions were newly introduced. The reform of equity split of local listed companies basically completed, and 7 companies were newly listed. The investment project approval, permit and registration system was carried out to the specific category. The reform of the monopoly sector was accelerated. The monitor of product quality and the safety monitor of food and medicine were reinforced.

(VII) The opening-up to both domestic and overseas have been conducted simultaneously, and the open-type economy has developed into its new stage. The average yearly growth of export value was increased by 32.8%. The relocation of domestic and overseas industries was positively accepted, and totally 93 Fortune 500 enterprises set up their branches in Chongqing. The number of overseas labor exceeded 10,000 persons. The Fifth Asia Pacific Cities Summit was successfully held, such activities as the "China Year �C Chongqing Week" in Russia, "China France Culture Year �C Chongqing-Toulouse Culture Festival" and "China Year �C Chongqing Week" in Philippine were successfully conducted. 2 foreign consulate agencies were newly established in Chongqing, and 9 international friendship cities were increased. The connection between Chongqing and Hong Kong, Chongqing and Macau became closer, and the cooperation between Sichuan and Chongqing, Chongqing and Guizhou was deepened. Chongqing is developing itself into a land greatly attracting the investors form both domestic and overseas.

(VIII) The reform of cultural system has made a significant step, and the cultural construction has entered into a new stage. The discussion with respect to the "liberating the thoughts and updating the concepts" was conducted, the Chongqing people spirit of "constantly striving, expansion and open mind" was cultivated, and the city image logo of Chongqing was launched. Chongqing State-Owned Culture Assets Operation and Management Co., Ltd, Chongqing Newspaper Group, Chongqing Broadcasting and TV Group, Chongqing Publish Group, Xinhua Bookstore Group and Chongqing Hongyan Center Circuit Management Company were established, private cultural enterprise was encouraged and supported for its development, and the average annual growth of the cultural industry was 27.9%. Hongyan Revolution History Museum, China Three Gorges Museum, Huguang Club, Chongqing Library and other cultural facilities and base-level public cultural facilities were constructed, more then 400,000 square meters of cultural facilities were newly added, and all natural villages with more than 50 families were reached with the television. In the field of philosophy, social science, literature and arts, press and publication, some innovative achievements and excellent works were made. Chongqing circus, Sichuan opera and Qijiang print etc were performed or exhibited overseas, and were highly received. The 17^th national book market, 1^st China Chongqing Culture and Art Festival and 1^st Chongqing Rural Migrant Worker Festival and other important cultural activities were successfully conducted. The protection and rescue of the cultural relics in the Three Gorges Area were carried out smoothly. The "karst in South China" of Wulong County was listed as the world natural heritage. People's culture and exercise activities went on vigorously, and the second sports games and third farmer's sports games of Chongqing were successfully held.

(IX) The society construction has achieved its substantial advancement, and the problems of the mostly concerned people's livelihood were solved practicably. The education development realized a historic leap. The work of "two elementary educations" of the whole city passed the acceptance conduced by competent national authorities and the population of "two elementary educations" had the coverage of 100%. The proportion of the junior middle school students entering into the senior middle school reached 84.5%, the high education was popularized and the gross enrollment reached 23%; and the primary function area of the university town was basically completed. The average education year per capita in the whole city was lifted form 7.7 years in 2002 to existing 8.4 years. The debts for "popularizing the nine year compulsory education" of RMB 1.96 billion were completed repaid, and the Class D dangerous houses in elementary and middle schools, 4.429 million square meters in total, were completed eliminated. The issue of rural interim teacher was basically solved. The free compulsory education in rural area was fully realized. Chongqing became the first city in China who provided financial assistance to the students in the middle-level occupational schools, and the financial assistance for Chongqing registered students reached 100%. The financial assistance system to the university students form poverty families was gradually perfected. Severe disease and emergent public health events were effectively prevented and controlled, the health service network in the urban communities was further perfected, the new rural cooperative health care system covered all districts and counties, and the participation rate of farmers reached 77%. Children immunity planning was carried out and the inoculation was free of charge. The natural growth of population was controlled within 4%.

The employment of the people living in urban area was obviously improved, and the new jobs in urban area were more than the new labor and unemployed people in current year. The society security of urban employees gradually improved, the basic pension for the retired people from enterprises was increased by one fold over five years. The lowest living guarantee was provided to all urban residents who were entitled to such guarantee, and the lowest living guarantee system for the rural residents was set up. The "double poverty" families in the city property were enjoyed the low-rental housing. 3032 rural families living shed or caves were completely moved to their new houses. 65,000 rural persons were relocated to new places for the purpose of poverty alleviation. The safety program of Chongqing went on steadily and smoothly. The facilities of safe production were further reinforced, and RMB 700 million was input for the "Safety Guarantee Project' of 4800km. The safety accident and casualty in the whole city continuously dropped down, especially for the severe safety accident, which was lower than that in previous five years by 58.3%. The social security was comprehensively controlled, and the trend of crime growing was effectively hindered and controlled, and the people's safety sense was largely increased. The pre-warning, response system for the emergent public event and society mobilization mechanism were further perfected.

(X) The government construction has been strengthened, and the administrative function has been further enhanced. The government always positively accepted the supervision from the People's Congress and its standing committee and the Chongqing Committee of Chinese People's Political Consultative Conference, and carefully adopted the precious comments and opinions given by the members of the People's Congress and Chongqing Committee of Chinese People's Political Consultative Conference. Over the past five years, 7733 suggestions given by the deputies of People's Congress, 7032 resolutions made by Chongqing Committee of Chinese People's Political Consultative Conference have been duly handled, and the completion rate was 100%, with the satisfaction rate of more than 90%. The municipal government decision consultation expert committee and legislation examination committee were established, the academicians from Chinese Academy of Sciences and Chinese Academy of Engineering were invited to act as the science and technology advisors for the municipal government, the senior executives form trans-national corporation were invited to act as the international economy advisor to the mayor, and the scientific and democratic decision was improved. We continued to perfect the administrative system and to optimize the functions of municipal authorities, the reform of rural administrative structure was basically completed, and steady progress was made in the reform of public institutions. The "Four Regulations" to create the law-based government, "Three Innovations" to switch the government functions and the "Level Three Pilot" were implemented. 862 administrative approval procedures were cancelled, stopped or adjusted. Positive progress was made in the comprehensive administrative enforcement pilot. The "3+X" Administration Affair News Release System was basically formed. The work style of the administrative authority was further changed by conducting the activity of "people-oriented administration and service development". The efforts for construction of clean and honest administration and anti-corruption were strengthened, and the relevant persons involved in any corruption or illegal cases were punished in accordance with the law and regulations.

New progress and new advancement were made in the works concerning female and children, seniors, disabled, ethnic group, religion, Taiwan affairs, science popularization, law publicity, audit, statistics, weather service, earthquake, geology survey, air defense, fire fighting, archives, record revision, confidential, advisor, culture and history etc. Steady progress was achieved in the education of national defense and mobilization for national defense, and new achievement was reached in the campaign of "mutual support and joint construction between army and local people".

Fellow Deputies, there were many big events and happy events occurring in 2007. The most exhilarating was that General Secretary Hu Jintao gave the "314 Umbrella Plan" with the forward-looking view, the State Council approved the Overall Plan on the Urban and Rural Area on Chongqing, the State approved Chongqing to be the reform pilot region for the urban and rural coordinated development. These significant historical opportunities injected great power and energy to Chongqing's development. The economic growth in the whole city marked the new record since Chongqing becoming the municipality directly under the Central Government; the regional GDP saw the increase of 15.6%; the local financial revenue saw the increase of 48.9%; and the increase for the urban residents disposable income per capita was 18.5%, while the new income for rural resident was increase by 22%.

Fellow Deputies, over the past five years, Chongqing underwent a period with accelerated economic development, stable and harmonious society, substantial benefit to people. The political situation in the past five year was rather good, and all people strived for further development. By reviewing the history and experience over the past years, the reasons for us to overcome all difficulties and challenges and to smoothly and successfully implement the reform and opening-up policy and the modernization were attributable to the correct direction of the socialism theory system with Chinese characteristics, the innovative practices under the guidance of scientific concept of development, the firm leadership of the CPC Central Committee, State Council and Chongqing CPC Committee, the supervision and support from the People's Congress and Chongqing Committee of Chinese People's Political Consultative Conference, and the painstaking efforts and striving of all people in our city. During the emergent and hazard times of SARS, bird flue, hundred-year rare drought and flooding, all people in the city closely unified together to minimize the losses and damages, remaining the good trend for the development of social economy. The facts justified that people are the resource and origin for the quick development of Chongqing.

On behalf of the People's Government of Chongqing, I would like to extend my cordial and sincere respect to all citizens and officers and soldiers of the troops and armed police troop in Chongqing! I would like to express my most sincere appreciations to all members of the People's Congress and Chongqing Committee of Chinese People's Political Consultative Conference, and all people in every circle both domestic and overseas assisting and supporting Chongqing's Development!

Despite of such achievement made by us, we clearly recognize that there are still big gaps between existing social economic development and the new requirement of all-round well-off society, people's new expectations for good life, and the development level of other advanced provinces and municipalities, and there are still many difficulties and problems confronting us in future development. They are mainly represented as follows: First, the contradiction of urban and rural two-element structure is still a serious problem, the development among different regions are not balance, the industry structure in the Three Gorges Reservoir Area is vacant, the migrated people's employment has not been solved completely, the self development capability in Chongqing southeast area is not strong enough, the development foundation in agriculture and countryside is rather weak, there is a big gap between the urban resident income and rural resident income, and the urban and rural coordinated development is a big task in need of long-term efforts. Second, the opening-up to external and private economic development are lower than the national average level. Third, the own innovation capability is still weak, without many patents registered and established brands, innovation has not truly become the city core competitiveness, the energy saving and emission reduction and ecological environment pressure are increased, and it is imperative to us to switch the economic development mode. Four, there are still many imperative problems facing us, such as employment, social security, income distribution, education and health care, residents housing, safe production, social security, land utilization and urban relocation etc. The crop price experienced a quick rise last year, causing hardship to the low income people. Five, the Government's work does not completely satisfy the new requirement of service-type government, and the social management and public service function shall be further intensified. The quality and administrative capability of the government staff nee to be further enhanced, some departments and regions still have the problems of bureaucracy, formalism and extravagance and waste, and some people even abuse power for personal gain and are involved in corruption, which can not be tolerated by the discipline of the Party and the laws of the State.

We shall cherish our past achievements, shall carefully correct our shortcomings over past work, and put more efforts to strive for the future of Chongqing!

Standing at this new historic start point, we are facing new opportunity for development, undertaking the new requirement given by the Central Government and carrying the new expectations of all citizens. General Secretary Hu Jintao set out the 314 Umbrella Plan for Chongqing, this is the fortune of Chongqing and this is the happiness of all Chongqing citizens. We deeply understand that, the Central Government highly highlights the strategic poison of Chongqing as the sole municipality directly under the Central Government in West China, and eagerly hopes that Chongqing can make more contributions to the regional development in the whole county.

To properly fulfill the Government's work in next five year, we must completely maintain the spirit of the 3^rd Party Congress of Chongqing and the 17^th CPC Committee, highly hold the banner of the socialism with Chinese Characteristics, insist on Deng Xiaoping's Theories and Three Representatives and the scientific concept of development, regard the 314 Umbrella Plan as the guidance, liberate our thoughts and update our concepts, positively reform and expand the opening-up, actually switch the economic development modes, so as to push forward the further and better development of economic society. The main striving objectives in the next five years are as follows.

��Accelerate to construct the important growth pole in West China and strive to realize the "six folds" of economic development. On the basis achieved in 2007, the GDP in whole city increases by one fold by 2012, exceeding RMB 800 billion; the local financial revenue increases by one fold, exceeding RMB 150 billion, the fixed assets investment in whole society increases by one fold, reaching RMB 650 billion, the total retail amount of social consumables increases by more than one fold, reaching RMB 350 billion, the total export and import amount increases by more than two folds, reaching USD 30 billion, and the foreign direct investment and the domestic investment actually utilized increase by more than two folds, respectively reaching USD 5 billion and RMB 160 billion.

��Accelerate the construction of economic center at the upper reaches of Yangtze River, achieving that "six functions" ranks top in West China. The six functions, including financial center, logistics center, comprehensive traffic pivot, own innovation base, talent education base and culture base, rank top in West China, sharply enhance the city core competitiveness, and make the concentration, radiation and leading capability increasingly important. By 2012, the balance of the deposit and loan of local and foreign currency in the financial institution at the fiscal year end exceeds one trillion; the total commodity sales amount breaks through RMB 800 billion and the added value of logistics reaches RMB 100 billion; and newly construct 1100km expressway, the density of expressways ranking top in West China, the proportion of research and development expense in the total GDP of the whole city reaches 2%; basically popularize the education of senior middle school, the gross enrollment of high education reaches 30%, and the average education time per capita reached 9.2 years; the numbers of high level professionals and skilled talents respectively reach 100,000 persons and 750,000 persons, and the proportion of added value of culture industry in the total GDP of the whole city accounts for 4%.

��Accelerate to construct the municipality directly under the Central Government featuring urban and rural coordinated development, optimizing the "four structures". Optimize the industry structure, employment structure, urban and rural structure and regional structure of urban and rural area. By 2012, the added value of non-agriculture sector exceeds 90%, the proportion of employment of non-agriculture sector exceeds 65%, and urbanization rate exceeds 55%; the main indicators per capita within the One Hour Circle reaches the average level of East China, and the development of Chongqing northeast and southeast keeps pace with that in west area.

��Strive to be the first city in West China to achieve the goal of all-round well-off society, realizing the progress of "two steps". According to the requirement that the all-round well-off society shall be achieved two years ahead, in 2018, the regional GDP per capita in 2012 reaches USD 4000, and USD 8000 in 2018. The extent to achieving the all-round well-off society in 2012 reaches about 85%, and about 95% in 2018.

��Push forward the construction of socialist new countryside, enhancing "five levels". Agricultural industrialization, agricultural technology equipment, land operation, rural basic conditions and transfer of rural surplus labor are increased substantially. In 2012, the agricultural product commercialization and superior rate respectively reached 62% and 75%; the mechanization level for plough, grow and harvest exceeds 30%; the concentration rate of rural area land operation reaches 25%; the average annual growth of fixed assets investment in rural area reached 20%; and totally more than 2 million persons of rural surplus labors are transferred to other employment in next five years, cumulatively 10 million persons.

��Revitalize the old industry base, realizing the goal of "three big and strong sectors". Make the pillar industry, enterprise group and industrial park to be big and strong in capacity. The industrial output of such five pillar industries as the automotive and motorcycle, natural gas and petrochemical, equipment manufacturing, materials and electronic information exceeds RMB 1 trillion; introduce the Fortune 500 enterprises and China Top 500 enterprises as the strategic investors, and newly cultivate 30 groups with the sales revenue exceeding RMB 10 billion; the industrial output of Chongqing New North Zone exceeds RMB 300 billion, striving to form 3 featured industrial parks with their respective industrial output of RMB 100 billion and 8 special industrial parks with respective industrial output of RMB 50 billion. In next five years the industry investment in the whole city reaches RMB 900 billion; by 2012, the total industrial output will reach RMB 1.5 trillion, and creating another "industrial Chongqing".

��Carry out "ten practical events" to improve the people's livelihood. In next five years, additional 1.2 million persons will be employed, and dynamically eliminate the urban zero employment family and rural zero employment transfer family; set up the social security system covering both urban and rural residents; newly set up 2071 village-level public service center, enabling all people enjoying the basic health care service and the basic culture rights and interests security; provide adequate legal assistance to people qualified for such assistance; remove and abolish 7 million square meters of old and dangerous housing in the city proper, 2.7 million square meters of living sheds and 3 million square meters of improper buildings, thereby improving the housing conditions of 300,000 families; provide a subsidy of RMB 25 million to each of 31 districts and counties beyond the nine districts in the city proper, supporting their utility construction and social service development; construct some projects of "rice and vegetables", ensuring the supply of grain, oil, meat and vegetables to all citizens; newly build and modify 50,000km rural road and newly build up 50 marsh gas pits in rural areas; and completely make the safe drinking water available to all people in both urban and rural areas; and reduce the registered poverty population in rural areas by 600,000 persons.

��Enhance the urban development quality, building up the national "traffic convenience city" and "national park city". Invest RMB 45.5 billion to construct the No. 1 and 3 light rail lines and No. 6 light rail phase I project, commence the construction of the extension lines of No. 2, 3 and 6 lines, totally 165km ahead of schedule, realizing the traffic mileage of 116km, forming the light rail framework within the nine districts in city proper; substantially complete the construction of the quick road network of "Five-Transverse Six-Longitudinal One-Ring Seven-Connections", and improving the public traffic conditions in the remote outskirt. The city characteristics of "mountain, water and city" becomes more striking, construct 2737 square kilometers area in the city proper to be the "national park city", in next five years newly construct 3923 square meters of urban green belt, and in 2012 the urban green coverage reaches 37%; construct the "Forest City" within 5473 square kilometers in the Urban Area, and in 2012 the forest coverage in the whole city reaches 38%.

To achieve the above mentioned objectives and goals, we must dedicate ourselves to the "Four Big Tasks" assigned by General Secretary Hu Jintao, which can not only accelerate the quick and better development of the economy in the whole city, also can improve the people's livelihood.

(I) Accelerate the development of modern agriculture, and steadily push forward the construction of socialist new countryside. Take the development of modern agriculture as the primary task for the construction of new countryside. Implement the technology innovation program for modern agriculture. Push forward the concentration of advantageous industries to the advantageous output area, steadily develop superior crops and oils, and specially develop the three advantageous industries of live pig, vegetables and oranges; and put great efforts to develop the five regional featured industries, including bamboo, silkworm, traditional Chinese medicine, grass-fed livestock and followers. Accelerate the development of rural cooperative economic organization, and complete the social service system in agriculture. Push forward the operation scale of agriculture industrialization, and develop 5 groups with the sales revenue up to RMB 10 billion and 100 leading enterprises with the sales revenue up to RMB 100 million.

Strengthen the efforts for the construction of rural infrastructure. Additional 100 towns will be reached with the high-level standard passenger car pavement, and the availability of administrative village road reaches 55%. In next five years, RMB 30 billion will be input for various water preservation projects, complete the construction of Yutan Reservoir in Dazu County, the three water lifting projects of Tongguanyi, Songji and Qunjiang, and commence the construction the "Chongqing Water Project" phase II works. Fully complete the treatment and maintenance of defective and dangerous reservoir, accelerate the construction of irrigation channels, substantially solve the water shortage in Chongqing west area, and expand the effective rural irrigation area. Realize the goal that the same electricity price from the same grid applies to urban and rural residents. Improve the residential environment in rural area. Cultivate new type of farmers. Intensify the construction of base-level administration in rural area, and implement the "talent team construction plan for the base administration in rural area".

(II) Greatly strengthen the own innovation capability and enhance the industry core competitiveness in old industry base. Accelerate the construction of innovation-based city. Push forward four campaigns including the implementation of key science and technical special projects, enhancement of science and technology platform, county prosperity depending on science and technology and scientific service to people's livelihood, create the technology innovation chain, promote the integration of science, industry and research, and enhance the "Made in Chongqing" by "Innovated in Chongqing". Reinforce the input to the own innovation. Support and conduct the innovation achievement transfer, financing for science and technology, and risk capital investment, accelerate the industrialization of the technology for both military and civil purpose, and accelerate the transfer of scientific achievement. Establish the protection system of patents, brands, standard support and copyright, and strive to realize the growth of 25% for the registration of invention patents, and respectively increase the China branded products and China famous trademarks by 60 and 35. Perfect the incentive mechanism, and grant award to the people involved in invention, innovation, technical innovation, technical popularization and constructive suggestion, enabling more innovation and inventions.

Reinforce the competitiveness of modern manufacturing. Properly accomplish the construction of big investment, big project, big enterprise, and big base and big pillars. Concentrate necessary efforts to construct the national key modern industry base, enhance the development of own intellectual property rights for automotive and motorcycle, expand the industrial chain of petrochemical and natural gas, accelerate the construction preparation of petrochemical base, promote the transit form equipment manufacturing to the sophisticated electromechanical integration, push forward the development of new materials industries to medium and high end, and painstakingly develop the energy industry and labor intensive industries. Give priority to the development of integrated circuit, software and information service, and strive to realize the 10% proportion of the added value of information industry in the total GDP of the whole city in 2012. Positively develop the building industry in the city area. Enhance the building material business with modern technology. Reinforce the leading function of Chongqing New North Zone and the featured industry parks.

(III) Actually and practically solve the problems in people's livelihood, and positively construct the harmonious society. Give more emphasis on the society construction, improve the people's livelihood, promote the fair and justness, and jointly share the achievement made during the reform and development.

Solve the problem of employment by encouraging people to establish their own businesses. Perfect the policies to support people to establish their own businesses and to assist all poverty people to be employed, and create the "completely employment community" and "completed transfer employment village". Guide the university graduates to find job at base level and growing type enterprise and encourage them to establish their own businesses. Properly handle the employment of the ex-servicemen in urban and rural areas.

The primary distribution and redistribution shall be made with more highlight on fairness. Establish the normal increase mechanism for enterprise employee wage and the payment guarantee mechanism. Create the conditions for more people to have their property type income. Continuously improve the proportion of medium and high income people. The disposal income per capita for urban residents and the net income per capita for rural residents increase respectively by 12% and 15%, and gradually turn round the trend that the income gap becomes larger.

Establish the social security system covering all residents in rural and urban areas. Properly solve the remained problems concerning the basic endowment insurance of the retired people in urban area, and push forward the reform of the basic endowment insurance of the public institutions, and establish the new social endowment insurance applicable in the rural areas and the basic endowment insurance system for the people who has transferred from farmer to non-farmer population due to land requisition. Perfect the health insurance, unemployment insurance, employment injury insurance and birth insurance for the employees in urban areas, and develop the enterprise supplemental insurance and commercial insurance. Fully establish the cooperative health insurance system for urban and rural residents. Ensure that the lowest living guarantee covers all people applicable. Gradually improve the poverty alleviate standard, lowest wage standard and the basic pension for the enterprise retired people and other social security standard. Properly handle the issues concerning disabled and senior people, and give special treatment to the family in which there is someone servicing in arm. Develop the charity career. Properly handle the regional development in the poverty area and the development of the entire village.

Deepen the reform of the medical and health system, and alleviate the problem that people suffer from medical treatment hardship and too expensive fee for medical treatment. Insist on the commonweal nature of the public medical facilities, and strengthen the responsibility and input of government. Enhance the capability to prevent and control the severe disease and the response to emergent public health-related event. Perfect the mechanism for the government purchasing the public health service, and accelerate the construction of health and medical facilities in rural areas and the health and medical center in community. Provide medical assistance to the low income people and the people suffering serious disease in both urban and rural areas. Put great efforts to the development of traditional Chinese medicines. Reinforce the prevention and treatment of occupational diseases. Perfect the benefit guiding mechanism for the controlled birth, maintain the low birth rate, improve the quality of the born people, and solve the high gender ratio of the born people.

Improve the residential housing conditions for both urban and rural residents. On the basis that the low rental housing guarantee covers all "Double Poverty" families in urban area, gradually expand this policy to other low income residents in urban area. Increase the supply of the economic and functional houses, and the ordinary commercial houses with medium and low price and medium and small area. The floor area per capita for the urban residents exceeds 30 square meters, and the housing area per capita for the rural residents exceeds 35 square meters.

Basically maintain the commodity price stable. Increase the output of agricultural products and guarantee the supply to the market. Crack down the illegal actions and charges in violation the applicable regulations. Perfect and implement the subsidy system applicable to the low income people, ensuring that their living conditions will not be lowered due to the rising of commodity price.

Perfect the social administration system characterized of CPC committer leadership, government accountability, society cooperation and public participation. Strengthen the management of the communities in urban area. Perfect the mechanism for people's expression, society stability risk assessment and contradiction and dispute elimination, and strengthen the capability to dispose the significant emergent events. Reinforce the people conciliation, administrative conciliation and judicial conciliation. Deepen the construction of safe Chongqing program, set up police branch in all township and community and police stations in all center villages, crack down all illegal and improper activities, ensuring the safety of people's lives and properties. Reinforce the safety culture, legal system, accountability, technology and input, implement the enterprise primary accountability for safety production and the government monitor accountability for safety production, and ensure the safety production continues to become better.

Fellow Deputies, through our over ten years of efforts, the task of relocation of million migrant from the Three Gorges Reservoir Area will be fully completed one year ahead. The great feat of the migrant from the Three Gorges Area, "take the state priority over own family", will be engraved in history forever. Prosperity of the reservoir area and the migrant becoming well-off are the significant and arduous task for us in the new stage. We shall properly utilize the preferential policies which are formulated to support the industry development in the reservoir area and to promote the migrant employment, to urgently implement some significant industry projects. In the next five years, additional 150,000 migrants in the urban area will be employed, and additional 70,000 labors from the rural areas will be transferred to other employment. We will use our best efforts to ensure the guarantee of the migrant basic living conditions, their employment and their expectations to be well-off, and jointly construct the harmonious and stable new reservoir area.

(IV) We will strengthen the urban planning and construction in all aspects to improve the development quality of the city. We will implement the overall plan of urban and rural areas to push forward the science of urban planning. We will construct 1062 square kilometers of city proper with high standard planning, to enable Chongqing to be a city featuring elegant environment, fresh air, convenient traffic and comfortable residence. We will highlight the urban space layout and the variety and art of the architecture, integrally plan and construct the urban areas along Yangtze River and Jialing River, implement the design theme of Yuzhong Peninsula as the city image, and construct the unique appearance and comfortable environment with mountain and water. We will push forward the construction of Wanzhou as the "second big city in Chongqing" and the construction of other regional city such as Fuling, Qianjiang, Jiangjin, Hechuan and Yongchuan, and develop the small city and small town in coordination. We will push forward the upgrading of the outskirt county seats, support them to launch some municipal utilities and commonweal projects, and expand the city accommodation capacity and perfect the urban function.

We will strive to realize the intensive goal of city construction. According to the planning and construction principle of "quantity reduction, green increase, vacancy reserve and appearance modification", the competent municipal authorities will properly provide the coordination, policy guidance and necessary capital input, and the relevant districts and counties will be the primary entity to complete the modification of the dangerous houses in the city proper and the sheds in mining areas, and to pull down the improper buildings. 69 enterprises currently seated in the city proper making environment pollution and having potential hazards, such as Chongqing Iron & Steel (Group) Co., Ltd. will move out of the city proper. We will accelerate to construct the infrastructure of traffic network, connecting the urban and rural areas, forming the expressway network of ��Two Rings and Eight Shots", and construct the network connections, the total mileage of expressway will be 2100km. We will accelerate the construction of railway networks of "One Pivot and Ten Lines", commence the inter-city railway of Chongqing - Wanzhou and Chengdu - Chongqing, and additional 320km railway will be constructed. The port cargo handling capacity will reach 140 million tons, with the container throughput of 2.20 million TEUs. We will complete the phase III expansion of Jiangbei International Airport and the construction of Zhoubei Airport in Qianjiang County, enabling the passenger handling capacity in airports reaching 25 million person times. We will construct 12 bridges crossing Yangtze River and Jialing River, including Chaotianmen, Changshou and Jiayue etc. We will give priority to the development of public traffic to construct some passenger transfer pivots, improve the supply capacity of municipal water, electricity and gas. We will construct the underground pipeline common trench, and perfect the disaster prevention and reduction system.

We will put substantial efforts to realize the modernization of urban management. We will construct the digitalized urban management system in all districts in the city proper and the regional center cities, and construct the video information system along the urban main roads, key traffic intersections and other public locations, realizing the intellectual traffic control. We will complete the construction of the electronic monitoring system for the underground water pipeline and gas pipeline in urban area. We will establish the municipal utility market mechanism, gradually carry out the modification of old residential quarters, and introduce the property services into the suitable quarters.

We will intensify the energy saving and emission reduction program to improve the ecologic environment, which is directly related to the development quality of the city. In the next five years, the energy consumption per unit GDP will be reduced by 20%, and the chemical oxygen demand and SO₂ emission will be respectively reduced by 10% and 15%. We will perfect the statistics, monitoring and assessment system concerning the energy saving and emission reduction. We will carry out ten key projects for energy saving to construct some circulation type of enterprises and parks. By 2012, the superior air time in the city proper will reach 305 days, the central disposal rate of the domestic wastewater in urban areas in the whole city will reach 80%, and the non-harmful disposal rate of domestic wastes will reach 90%. We will use more efforts on the comprehensive prevention and treatment on the pollution of secondary rivers and the pollution in the countryside. We will plant trees for 5 million mu.

One objective marks one step we made in our development. We must unify the wisdom and forces of all citizens, to strive to realize the 314 Umbrella Plan.

The most striking characteristic in the new era is reform and opening-up. We should use our best efforts to implement the 314 Umbrella Plan by following the policy of reform and opening-up, push forward the science development with the innovation spirit, and create our new advantages in the domestic and overseas competition.

(I) We will build up the most complete modern market system in West China to extensively concentrate various positive resources. We will give more highlight onto the expansion of consumption demand. We will try to maintain the growth of consumables retail amount higher than the growth of GDP in the whole city. We will take the headquarters economy, modern logistics and exhibition economy as the guidance for the development of the productive service sector, and take the featured blocks and tourism as the guidance for the development of living service sector. We will accelerate the construction of logistics center for the upper reaches of Yangtze River. The central business district comprising Jiefangbei, Jiangbeizui and Danzishi will be formed. We will increase the concentration and radiation capability of the urban central business ring, large transaction market and large trading circulation enterprise. We will push forward the program of "Double Construction" of rural market, "Double Enter" of community and "Double Ten" of the agricultural products circulation. We will construct the national railway logistics center and the comprehensive logistics parks including Cuntan Port, Yubei Airport, Wanzhou Port, Fuling Port and Changshou Port. We will construct some famous tourism places to grow our city to the concentration and disassembly center for the tourism in West China, including the Three Gorges of Yangtze River, Dazu Stone Carving, Mountain and Water City, Wujiang Gallery and Wuling Scene and the hot spring city.

We will put great efforts to develop the market of capital, equity and technology etc. We will accelerate to construct the city to be the financial center in the upper reaches of Yangtze River. By 2012, the proportion of the added value of financial business in the GDP of the whole city will reach 6%, the assets of the financial institutions will exceed RMB 2 trillion, the market value of the stocks issued by local listed companies will exceed RMB 700 billion, and the insurance premium income will reach RMB 40 billion. We will positively constitute the multi-tier capital market system to expand and complete the equity market function. We will promote the transaction of technical achievements. We will standardize and develop the industry association and market broker organizations, standardize the market economic order, and practically reinforce the safety control of product quality, food and medicines. We will complete the society credit system.

(II) We will put great efforts to develop the inland open-type economy to improve the opening-up to the external. We will coordinate the opening-up to external and internal, import and export, export and domestic sale, and share the global and national market, to develop Chongqing into one of the areas with

We will construct the development platform for inland open-type economy, and construct first class ports. We ill integrate the resources in Cuntan Port, airport and export processing zone, and strive to set up the inland bonded port. We will put more input on the construction of port infrastructure, improve the customs clearance and logistics environment and develop the electronic port business. We will deepen the customs clearance cooperation with adjacent provinces, cities and the coastal areas to support the reform of customs clearance. We will expand the international flight line and air freight business.

We will improve the utilization of domestic and foreign investment. We will utilize the positive function of the domestic and foreign investment to push forward the own innovation and industry upgrading. We will construct the processing transaction transfer base, and attract the leading and key projects, trans-national company, the regional headquarters of domestic famous enterprise, research and development agency, goods distribution center, procurement center and settlement center to locate in Chongqing, by the means of merger and acquisition, technical research and development and private placement funds etc. We will set up the interactive mechanism on business and investment invitation among city, district, county and enterprise.

We will expand the export and import scale. We will enhance the export of high-tech products, electromechanical products, featured agricultural products and service transaction; support the export of self brands, software and information outsourcing, cultural originality products and culture services. We will construct the city as the base for global industrial products procurement, national automotive and parts export, national medical export, national service outsource industry and special vessels for export. We will import more sophisticated technology and equipment, significant resources and mass raw materials.

We will firmly insist on the strategy of "go abroad". We will guide and support the suitable enterprises to engage themselves into the overseas processing transaction and resource exploitation, to set up overseas technical research and development center, marketing network and resource supply base. We will develop some large enterprises for project contracting overseas, and positively bid for overseas projects. We will use more efforts to expand the labor provision services.

We will practically push forward the regional cooperation. We will participate into the economic coordination among the six provinces and municipalities in Southwest China, and jointly construct the economic area of Chengdu and Chongqing, positively construct the golden waterway of Yangtze River with other center cities along Yangtze River. We will intensify the cooperation in all aspects with the developed areas in Each China, and more closely cooperate and communicate with Hong Kong, Macau and Taiwan. We should proactively join in the China-ASEAN Free Trade Area, and enter into friendship with some international cities, and invite more countries to set up their consulate agencies in Chongqing.

(III) We will carry out the campaign as the reform pilot of urban and rural coordinated development and push forward the coordinated development of "One Ring and Two Wings". We will set up the effective mechanism of pushing forward the agriculture by industry and guiding the countryside by city, to explore the new route for the urban and rural coordinated development in the whole country. We will make some breakthrough in three aspects:

We will use great efforts to develop the labor economy, and establish the employment and settlement mechanism guiding the rural migrant works to take jobs in the urban areas. We will highlight the technical training, own business establishment, social security and permanent residence reform, explore the right route and guide the rural migrant workers to transfer to other cities and the three tier level of small town, district and county center and city proper. We will encourage the people who work outside to return back to establish their own business. The employer should provide dormitories to rural migrant works, which comply with the basic sanitary and safe conditions. We will expand the coverage of endowment insurance and severe disease medical insurance for rural migrant works, realizing the goal that the insurance should cover all rural migrant works for the employment injury, and carry out the commercial insurance of "safety guarantee interaction". We will practicably resolve the problems with respect to the education of rural migrant worker's children in urban areas and those being left over in the rural areas. We will intensify the efforts to provide more cultural entertainment to the rural migrant worker, and carry out the Chongqing rural migrant worker festival, forming the social atmosphere of understanding and kindness treatment.

We will make innovation on the rural land operation and management rules. We will insist to intensively utilize the land, strictly protect the farming land and expedite the construction of standard farming land. We will encourage people to slacken the contracting operation right of land and promote the land circulation. We will carry out the pilot for the interaction system of urban construction land increase and rural construction land reduction, complete the mechanism on the compensation for the farming land requisition, and ensure the necessary land supply for development, and explore the circulation rule on the rural collective construction land and housing land use right.

We will coordinate the development of the "One Ring and Two Wings". We will increase the capability of guiding the countryside development by urban areas and guiding the "Two Wings" development by the "One Ring". The one hour economic ring centered on the city proper should take the leading role for development, and strive to construct Chongqing into the important growth pole in West China, the economic center in the upper reaches of Yangtze River and the strategic platform for urban and rural coordinated development. Chongqing northeast area with Wanzhou as its center, should accelerate its development, and construct the featured economic corridor in the upper reaches of Yangtze River, international golden tourism zone of the Three Gorges and the key ecology environment along Yangtze River. Chongqing southeast with Qianjiang as its center should develop its featured economy, and construct the Wulingshan Mountain economic zone, folk ecological tourism zone and the poverty alleviation demonstration zone. We will perfect the assistance mechanism between "One Ring" and "Two Wings". We will deepen the power expansion reform in districts and counties, giving more power for their development. We will encourage all districts and counties to develop themselves based on their own characters and specialties, striving to realize the goal that the GDP of 20 districts and counties respectively exceeds RMB 20 billion.

(IV) We will highlight the development of non-public ownership economy, and increase the state-owned economic vigor, control power and influence force. We will insist on the principle of equality protections to properties and push forward the fair access, enabling all ownership economic competing equally. Non-public ownership economy is the important integral part of the socialism market economy, is the key channel for fortune creation, employment expansion and people's livelihood improvement, and is the active forces for reform and opening-up. We will firmly to encourage, support and guide the development of non-public ownership economy, and develop Chongqing into a great land for the development of non-public ownership economy by providing more flexible environment, more practicable measures, more care and more effective services. We will improve the financing conditions and implement the equal taxation. We will construct the base for the establishment of medium and small enterprise and industry concentration zone, and establish 10,000 potential growing enterprises. We will properly hold the China (Chongqing) Private Economic Development Forum. We will regard the modern property rules as the basis and develop the mixed ownership economy. We will support and guide the healthy development of new economic organization of new social organization.

We will continue the reform of state-owned economic strategic adjustment and the state-owned enterprises, push forward the listing of the key state-owned enterprise, and promote the concentration of state-owned assets to advantageous industry, concentration of resources to advantageous enterprise and concentration of funds to the advantageous products. We will fully exert the role of the state-owned enterprise group in the aspects of infrastructure, industrial parks and key project financing and construction. We will fully complete the modification of the system of state-owned large and medium enterprise, perfect the budget regulations of state-owned capital operation, and deepen the reform of monopoly business.

(V) We will liberate and develop the culture productivity and push forward the development and prosperity of culture. Culture is regarded as the "soft force", can energize the reform and opening-up awareness of all people and reflect the development vigor of the city. We will build up the socialism core value system, popularize the Hongyan Spirit and the migration spirit of the Three Gorges, push forward the five programs of ideology theory force, urban spirit foster, civilization style guidance, right public voice direction and Chongqing image building, and bring about the new tide of socialism culture construction. We will establish the socialist concept of honor and disgrace, and deepen the implementation of "citizen civilization behavior". We will construct the learning-focused society, hold the activity of "Chongqing reading month". We will encourage the development of philosophy social science.

We will intensify the construction of cultural infrastructure. We will construct Chongqing Theater, science and technology hall, Sichuan opera art center, Guotai art center, athletic sports train center, Olympics center and other cultural facilities, and plan and construct the natural museum, international circus town, people's art hall, Three Gorges migration memorial and other commonweal cultural facilities. We will implement the five public culture program at base-level, including TV reaching all villages, share of culture information resource, culture place of people at base-level, movie playing at rural areas and cultivation of literature talents.

We will deepen the reform of culture system and push forward the innovation of culture means, mechanism and promulgation means. We will support the leap-type development of cultural originality industry, and construct four bases for national cartoon industry, Dazu movie production, Nanbin road cultural originality industry and modern printing logistics, and Jiefangbei fashion town and Huangjiaoping art-park. We will intensify the construction and administration of internet culture. We will continue the hold China (Chongqing) culture art festival, and positively bid for the global and national culture and sports games and exhibitions. We will establish the cultural and art prize and honor system at city level, and create the environment good for elite works, talent and benefit making, and cultivate some cultural celebrity having influence over the whole country. We will further tap and energize the people's potential for cultural creation, making the harmonious culture enjoying all people.

(VI) We will accelerate to construct Chongqing into the talent education center in the upper reaches of Yangtze River, and enhance the comprehensive quality of all citizens. Education is the decisive factor for the comprehensive quality of the citizen, and the comprehensive quality of the citizens can make substantial influence on the development, reform and opening-up. We will insist on the commonweal nature of education, and input more financial investment to the education. We will consolidate and enhance the quality "nine years compulsory education", expand the resources for superior senior middle school, and improve the quality of medium occupation education. We will push forward the adjustment of specialty structure in universities, construct some national or city level key laboratory, engineering technology research center, build up high level universities and research type universities, and complete the "Five Integrations" function of the university town. We will highlight the pre-school education, special education and continuous education. We will encourage and normalize the education facilities invested privately. We will carry out the education focusing on quality cultivation, deepen the reform of enrollment examination regulations and education assessment mechanism, reducing the homework burden to the students in elementary and middle school, and cultivate the students' capability on innovation, invention and entrepreneur daring. We will complete the financial assistance system to the students from poverty families, and allowing no student losing the education opportunity due to poverty. We will implement the cultivation of Chongqing talents, and continue the properly hold the young talent forum. We will push forward the "Thousand Talents Introduction Plan" and the "Overseas Talents Attraction Plan", creating the high level innovation teams. We will make innovation in the talent employment mechanism and put more efforts on the service business to talents.

There is no limitation on reform and innovation, and opening-up expansion can bring a broader space. We should respect the innovation spirit of all people, promote the reform development by opening-up in all aspects, and create new power and energy for the development of science in Chongqing.

The implementation of the 314 Umbrella Plan gives new and higher requirements to the government self reform and construction. The government at various levels should dedicate to the reform and innovation, highlight the construction of service-oriented government, and practicably enhance the government public creditability.

(I) We will accelerate the switch of government functions and make innovation on the administration mechanism. While strengthening and improving the economic adjustment and market regulation, we will put more energy, finance and materials on the social administration and public services, push forward the function separation between government and enterprise, government and public institutions, government and property manager, and government and market broker organization, and work out and implement the reform plan on administration system. We will reasonably divide the power and responsibilities among the government at the three levels of city, district or county and town or township. We will explore the effective department constitution system to improve the administration efficiency, and push forward the classification reform of the public institutions. We will perfect the finance transfer payment regulation, perfect the lowest budget system for the operation of base-level administrations, and always try to control the city-level expenditures within 25% of the general budget. We will gradually eliminate the historical debts borne by the town or township, and perfect the government performance assessment system. We will carry out the campaign of "sunlight administration" to open the channels for electronic administration, government bulletin and press conference, and all matters involving the people's benefit and public policies should follow the public rules.

(II) We will carry out the administration in accordance with applicable law, and implement our duties in strict accordance with the authority and procedure. We will practically reinforce the formulation of government regulations and rules, and provide positive assistance to the People's Congress and its Standing Committee on local legislation. The significant matters should be decided jointly and consult the relevant experts. We will perfect the social public announcement and hearing system, and implement the decision feedback and correction mechanism and the decision accountability rules. We will further reduce and normalize the administrative approval procedures, and popularize the on-line administration approval, intensify the work at the pilot for comprehensive administration enforcement, and combine the administration accountability and supervision, audit supervision, and insist on the principle the power is accompanies with accountability, supervised power use, compensation for infringement and accountability for illegal actions. The government at various levels should proactively accept the legal and work supervision from the People's Congress and its Standing Committee, the democratic supervision from Chongqing Committee of Chinese People's Political Consultative Conference, and should strengthen the work connection with all democratic parties and the federation of industry and commerce. We will highlight the supervision from social publics and news agencies. We will support the trade union, Communist Youth League, the Women's Federation and other people's organizations to carry out their work in accordance with the laws and their articles of association. We will support the troops and armed police troops in Chongqing, and consolidate and develop the solidification between government and army, between army and civilians.

(III) We will practicably improve the administration style and reinforce the anti-corruption and clean and honest administration. The administration style closely relates to the government image, people's ideology direction and the sustainable development. We should practically reinforce the building of civil servant. All leaders in the government at various levels should act as the example for thought liberation, reform and opening-up, clean and probity. We will strengthen the anti-corruption system, to ensure the clean operation of all powers. We will strictly control the commercial bribery. We will push forward the electronic supervision system construction. We will firmly punish the person involved in any illegal action, and firmly correct the improper doings harmful to the people's benefit. We will construct the conservation type organ to reduce the operation cost.

Only when we always dedicate to the construction of the government satisfactory to the people, the people's government can win the support from people, and the career of Chongqing can increasingly and continuous in its ascendant.

This year is the first year of the new government. We should firmly implement the policies on macro economic adjustment issued by the Central Government, by taking the 30 anniversary of reform and opening-up as a favorable opportunity, practicably implement the 314 Umbrella Plan into the work of each year, and strive to start up our work from high standard. The main development objectives are as follows: 12% growth for the GDP of the whole city, 15% growth for the general budget of local finance, 12% and 15% growth respectively for the disposal income per capita for the urban residents and the net income per capita for the rural residents, within 4.5% rising of the consumption price of urban residents, 4.6% reduction for the energy consumption per unit GDP, 2% and 3.5% reduction respectively for the chemical oxygen demand and SO₂ emission, and 290 days for the superior air time in the city proper. We will highlight on the highlight on ten works as follows.

(I) We will further develop the agriculture production and maintain the commodity price stable. We will strive to maintain the grain output at about 11.50 million tons, the municipal authority will raise RMB 250 million to support the construction of live pit reproduction system and the large scale breeding. RMB 80 million will be allocated to newly construct 2 million mu vegetable production bases in different stages, and the rapeseed output will reach 350,000 tons. We will properly handle the connection of production, transport and sales, ensuring the effective supply of the main agricultural products. We will implement the interim measures to control the prices of some living necessary commodities and services issued by the State Council, and properly control and monitor the prices of grain, oil, meat, egg, livestock, feedstuff, liquefied natural gas and fertilizer and other important commodities. Additional 400,000 rural surplus labors will be transferred to other employment, the concentration of rural land scale operation will reach 17%, and the pilot will be set up for the circulation of use right of rural collective construction land. We will accelerate the agricultural infrastructure construction and improve the mechanization level for plough, grow and harvest.

(II) We will make significant progress in own innovation and achievement industrialization. We will properly hold the 8th China Chongqing High-Tech Fair and the 4th China International Exhibition of Military & Civil Technologies and Sino-USA Material International Workshop. We will increase the risk capital and perfect the guarantee system for enterprise technical innovation loan. We will concentrate our efforts to implement the manufacturing of wind turbine generator system, urban light rail traffic vehicles etc. 15 key new products projects. We will set up 10 strategy alliance for production, science and research, including the instrumentation business.

(III) We will properly push forward progress of the big projects with more than RMB 10 billion investment and the group with sales revenue more than RMB 10 billion. We will implement the Top Ten Annual Projects, including Shanghai Automotive-Iveco-Hongyan commercial vehicle, BASF MDI, Chongqing Chemical and Pharmaceutical (Group) 850 KTA methanol, Pengwei Petrochemical 900 KTA pure benzene dicarbonic acid, Double Coin steel radial tyer, Runtorch new thermal power base, heavy-duty casting and forging base, Dongqing 200,000 tons aluminum ingot, Tianhe 100,000 tons electrolysis copper and Guohong Digitals. We will properly prepare the construction of 10 million tons refinery. The industry investment in the whole year will reach RMB 130 billion, and the growth of added value of industry and the large scale industry enterprise profit will be respectively 20% and 16%.

(IV) We will practicably push forward the development of inland open-type economy. We will strengthen the connection with Fortune 500 and China Top 500 enterprises, and properly invite businesses for the key projects and industrial parks. We will proactively accept the enterprises from East China for their relocation in Chongqing. The foreign direct investment and domestic investment actually utilized will increase by more than 30%, and the total amount of import and export will increase by more than 30%. We will initiate the construction service outsourcing, accept the processing transaction transfer, east mulberry transit to west and labor services, and construct 11 silkworm bases with their respective area at 10,000 mu and 5 overseas labor service centers.

(V) We will strive to achieve some new breakthrough in the key aspects of reform pilot for urban and rural coordinated development program. We will use all our efforts to have the overall plan for the reform pilot of urban and rural coordinated development approved by the competent national authorities. We will work out and implement reform plan of the administration, social security, financial affairs and finance. We will support the reform of China Development Bank and the Agricultural Bank of China, push forward the listing progress of Chongqing Bank and setting up its branches beyond the city, constitute Chongqing Rural Commercial Bank, and promote the startup and development of Chongqing Three Gorges Bank. We will launch the pilot for the new financial institutions such as the town bank. We will finish the listing and financing of 7-9 enterprises, achieving the direct financing amount of RMB 30 billion.

(VI) We will properly follow up the progress of key projects. The investment in fixed assets in the whole city will reach RMB 360 billion, with the growth rate of 15%. We will ensure the open of Wanzhou-Yunyang section (Shanghai-Chengdu expressway) and the west section of the outer ring expressway. We will accelerate the construction of line 2 of Xiangfan-Chongqing railway, Yibin-Wanzhou railway and the container center railway station, commence the construction of Lanzhou-Chongqing railway, Chongqing-Lichuan railway, Nanchuan-Fuling railway and line 2 of Suining-Chongqing railway. We will initiate the development of Chaotianmen center port. We will accelerate the construction progress of Chaojie power pivot and Yinpan hydroelectric station, and complete the construction of 550 KV "��" shape double-ring power grid and Pengshui Hydroelectric Station. We will basically complete the construction of four medium reservoirs including Fanjiaqiao reservoir in Changshou, and maintain and repair 600 defective and dangerous reservoirs. We will accelerate the construction of light rail No. 1 line and No. 3 line phase I works, and commerce the works of No. 3 line phase 2 and No. 6 line phase I ahead of the schedule.

(VII) We will reinforce the energy saving and emission reduction and the construction of ecological environment. We will move 15 key enterprises with pollution to the environment out of the city proper. We will work out the energy saving audit and plan for 74 energy consumption enterprises, eliminate 44,000 KW of small thermal-fueled power plant, and close 12 small iron and steel works. We will establish 100km water drainage pipeline in the city proper and construct 11 urban wastewater treatment plants including Qijiang plant, and 8 urban waste disposal yards in Yongchuan and other areas, and commence the construction of wastewater treatment plant including Xiyong plant and 30 domestic wastewater and waste treatment works for the town. We will treat the pollution of the secondary rivers such as Liangtan River and Zhuxi River etc. We will duly implement the follow-up policies on conversion of farming land to forest, and push forward the forest classification operation. We will construct 1.3 million square meters of urban ecologic forest, 500,000 square meters of flower-decorated avenue and additional 40 community parks.

(VIII) We will complete the resettlement of the fourth phase migrant from the reservoir area. We will accelerate the construction of county seat of Kaixian County and the resettlement of rural migrants, and substantially complete the "double package" settlement tasks for the districts and counties in the reservoir area, and satisfy the fourth stage impounding needs of the Three Gorges project. We will complete the "Double Thousand Projects" concerning migrant employment, and solve the problems in relation to the migration from the Three Gorges area, focusing on the assistance to the difficulties encountered during the urban area migration. We will practically strengthen the protection of water environment in the Three Gorges Reservoir Area and the management of the Three Gorges Reservoir.

(IX) We will use our best efforts to solve some problems related to the people's livelihood. We will pull down 2.3 million square meters of old and dangerous buildings in the city proper and 700,000 square meters of shed in the mining area. From the autumn term, the extra education fees will be exempted during the compulsory education of the urban area, arrange RMB 680 million for the subsidies to 360,000 teachers in elementary and middle schools and the retied teachers, and the employment rate of the graduates from medium occupational schools and universities will respectively reach 95% and 90%. We will expand 10 health care facilities at county level and 80 health care centers in rural area. TV and broadcasting network will reach 10,000 natural villages respectively with more than 20 families where power supply is available, and set up 200 comprehensive culture stations in rural area, 1000 village culture center and farmers' book houses. The clean drinkable water will be made available for additional 3 million residents in urban and rural areas. 5000 families suffering poverty will be relocated for poverty alleviation, and we will reduce 120,000 registered poverty populations in rural area. We will duly implement the Employment Promotion Law and the Labor Law of the People's Republic of China, raise RMB 550 million as the support fund for employment, and additional 220,000 persons in urban areas should be employed. We will appropriately increase the lowest living security standard, and adjust the basic pension standard for the enterprise retired people. We will proceed with the endowment insurance for 900,000 persons who were registered as non-farmer citizens due to land requisition, and 80,000 persons from the urban collective enterprises, and the resident cooperative health care pilot in urban and rural areas will be expanded to 20 districts and counties.

(X) We will work out the plan of the primary function area in the whole city. We will identify the primary functions, development direction, exploitation order and the administration principle, and formulate the compatible policies and the performance assessment system, positively striving to enable Chongqing-Chengdu economic zone be classified as key national development zone.

Fellow Deputies, our joint efforts can surely make the success. We should highly hold the banner of the socialism with Chinese characteristics, insist on Deng Xiaoping's theory, Three Representative Thought and the scientific concept of development, and unite closely around the CPC Central Committee with Comrade Hu Jintao as the General Secretary. Under the leadership the Chongqing CPC Committee, we will assemble the positive development elements, extensively collect our wisdom and liberate our thoughts, to further quickly and successfully push forward the development of Chongqing.

The data published by the National Bureau of Statistics of China and Chongqing Statistics Bureau after the completion of the 2007 statistics work shall be regarded as the official data.

2. From 1997 to 2006, the investigation on the urban and town population in Chongqing still adopts the mode for the city separately listed in the state plan. In 2007, when the National Bureau of Statistics of China implemented the new rules on the investigation of urban and town population, Chongqing established two sets of indicators and publishing systems for the disposable income of urban and town residents and the disposable income of urban residents. For the purpose of comparability, the data for the past five years as contained in the Report still adopt the disposable income of urban residents.

3. For the indicators of energy saving and consumption reduction, the National Bureau of Statistics of China, National Development and Reform Commission of the People's Republic of China and Office of the National Energy Leading Group of the People's Republic of China jointly specify that, the energy consumption per unit GDP of each province, autonomous region and municipality directly under the Central Government in last year shall be published before the end of June of each year. Therefore, the specific data on energy saving and consumption reduction of Chongqing in 2007 are not available.

314 Umbrella Plan: On March 8, 2007, Hu Jintao, the General Secretary of the CPC Central Committee, on the Meeting of Chongqing Delegation during the 5^th Session of the 10^th National People's Congress, delivered his speech with respect to the work of the People's Government of Chongqing with a forward-looking vision, including Three Orientations, One Objective and Four Tasks, constituting the 314 Umbrella Plan for the development of Chongqing. Three Orientations mean that developing Chongqing into the significant growth pole in West China, economic center of the upper reach region of Yangtze River, and the municipality directly under the Central Government featuring coordinated urban and rural development; One Objective means that taking the leading role to achieve the well-off society in West China; Four Tasks mean that, strengthening the efforts to promote the development of agriculture by industry and to guide the development of countryside by city, and stably and steadily push forward the construction of socialist new countryside; switching the mode of economic development and accelerating the adjustment and modification of old industry base; properly solving the problems for the people's livelihood and positively constructing the socialism harmony society; and comprehensively strengthening the construction of urban area and improving the level of urban management.

Four Big Tasks: In March 1998, Jiang Zemin, on the Meeting of Chongqing Delegation during the 1^st Session of the 9^th National People's Congress, assigned four tasks to Chongqing: on schedule accomplishing the migration task in Chongqing reservoir area for the Three-Gorge Project; properly conducting the reform of state-owned enterprises and revitalizing the old industrial base; accelerating the development of rural economy and substantially improving the living conditions of the poverty-stricken people in rural area by the end of 2000; and reinforcing the ecological environment preservation and construction and realizing the sustainable development.

All-Round Well-Off Achievement Extent: The system of all-round well-off statistics monitor indicators includes 25 indicators covering six segments, i.e. economic development, society harmony, living quality, democratic legal system, science and technology, education, culture and health care and resource environment. The final scoring comprehensively made on all indicators is regarded as the all-round well-off achievement extent. In 2006, the All-Round Well-Off Achievement Extent of Chongqing is 65%.

Growth Pole: refers to the economic department (industry) or region in the economic space which will play the function of domination and promotion during certain period. The Growth Pole can guide the economic development for the entire region by its polarization effect and expansion effect. The polarization effect is that such production elements as the capital, talent and technology etc. will concentrate to the pole, while the expansion effect is that the production elements will transfer to the periphery area of the pole.

City Core Competitiveness: refers to the capability formed in one city through its innovation and restructuring, which can not be imitated or copied by other cities, represented as the city's productivity development level, production elements concentration and radiation capability, the driving power for society advancement and sustainable development capability.

Inland Open-Type Economy: refers to the open-type economy with the characteristics of inland area development. Comparing with the external-oriented economy, it gives a special highlight to transit the economic development mode from the processing transaction with low additional values to the sustainable development of open-type economy; it highly emphasizes the sustainable development of economy, resource preservation and environment protection, and cultivating the inherent mechanism for economic development, domestic and global market expansion, promoting the international economic and technical cooperation, continuously enhancing the trading quality and science and technology contents and improving the regional integral function for open up to the external, so as to push forward the sustainable, steady and health development of the economy by integrating the external forces.

Primary Function Area: The Outline of the 11^th Five-Year Program for the National Economy and Social Development of the People's Republic of China sets out that, the domestic areas will be divided into four types of primary function areas, including priority development, key development, limited development and prohibited development, based on the bearing capacity of the resource environment, existing development density and development potentials and with due considerations to the population distribution, economic layout, state-owned land utilization and urbanization pattern in future of our country; the regional policy and performance assessment regulations will be adjusted according to the specific type of primary function area, standardize the development sequence, forming a reasonable development structure.

One Circle & Two Wings: refers to the regional development strategy defined by the municipal CPC committee and the municipal government in order to implement the 314 Umbrella Plan and based on the summarization of the actual practices of "three economic areas" and "four work sections". One Circle means the one-hour economic circle, covering 23 districts and counties to the west of Fuling and Changshou, with the city proper as the center and within the radius of one-hour travel distance. Two Wings mean the 11 districts and counties located at northeast of Chongqing with Wanzhou as the center and the 6 districts and counties at the southeast of Chongqing with Qianjiang as the center.

Urban Area: according to the Overall Plan on the Urban and Rural Areas of Chongqing (2007 �C 2020), which has been examined and approved by the State Council, the Urban Area refers to the nine administrative districts within the city proper, covering a total area of 5473 square kilometers and including the city proper and the outskirt.
