According to the Administrative Measures for the Examination and Approval of Aliens' Permanent Residence in China, as an alien, you may apply to the Exit and Entry Department of Chongqing Municipal Bureau of Public Security (address: No. 555, Huanglong Road, Yubei District, Chongqing 401147) for permanent residence in Chongqing, if you are physically healthy and suitable, comply with the Chinese law, and are clear of any criminal record, provided that

 

����    you have made direct investment in Chongqing in a stable manner and have good tax payment record for three consecutive years; or

 

����    you have served as the vice chief executive or any company or factory or for higher positions, or are an associate professor or research fellows or have higher professional qualifications or similar, for four successive years, during which you have resided in Chongqing for at least three years accumulatively and have good tax payment record; or

 

����    You have made significant or outstanding contributions to China and are urgently needed by China; or

 

����You are the spouse or unmarried child under the age of 18 of the above-mentioned alien; or

 

����you are the spouse of any Chinese citizen or alien who has permanent residence in China, provided that 1) such marriage has existed for five years, 2) you have resided in China for 5 consecutive years, will stay in China for no less than nine months each year, and has stable living support and adobe; or

 

����you are the unmarried child under the age of 18 to live with your parents (including unmarried child under the age of 18 as biological child, step child and adopted child for whom the parent-childhood is admitted by Chinese law, and who is under the guardian by the person(s) with whom you are going to live); or

 

����you 1) have no lineal relatives abroad and resorts to the lineal relative in China, 2) is over 60 years old, has resided in China for 5 consecutive years, will stay in China for no less than nine months each year, and has stable living support and adobe.

 

 

 

    The following materials are required when applying for permanent residence in Chongqing:

 

    ����The correctly completed Application Form for Permanent Residence in China;

 

    ����Four recent 2-inch full-faced, head-uncovered color photos;

 

    ����The original and a copy of valid passport or the certificate equivalent to the passport;

 

    ����Health examination certificate of the applicant made within 6 months after the application, issued by a health inspection authority designated by Chinese government or issued and signed by any foreign health medical institution recognized by the Chinese embassy or consulate in the relevant country;

 

    ����the Certificate of No Criminal Conviction certified by the Chinese embassy or consulate in the relevant country;

 

    ����Other application documents related to the identity of the applicant.

 

    The Exit and Entry Department of Chongqing Municipal Bureau of Public Security will, upon receipt of the application, make investigation and verification thereof and will submit the application to the Ministry of Public Security for approval as appropriate. The authority for public security will, within 6 months after receiving the application, decide whether to approve the application in China. If the application is approved, the Ministry of Public Security will issue and sign the Permanent Residence Certificate for Aliens. If the applicant is not in China, the Ministry of Public Security will issue the Confirmation Form of Permanent Residence Identity of Aliens. The applicant then should take the Confirmation Form of Permanent Residence Identity of Aliens to the Chinese embassy or consulate in the relevant country for a category "D" visa; and will receive the Permanent Residence Certificate for Aliens, within 30 days upon his/her arrival in China, from the authority of public security receiving the application first.

 

 

    If you have a Permanent Residence Certificate for Aliens, you may reside in China for unlimited period of time, are not subject to any visa requirement when entering and exiting China, and can enter or exit China with your valid passport and the Permanent Residence Certificate for Aliens. The Permanent Residence Certificate for Aliens is your certificate of identity when you are residing in China. The Permanent Residence Certificate for Aliens is valid for 5 in the case of minors and 10 years in the case of adults.
