In the event of a road traffic accident occurring within the territory of China, the parties involved shall immediately report to the police. When handling road traffic accidents, the traffic control department of the public security authority shall inform the concerned parties of their respective rights and obligations during accident handling procedures as stipulated by Chinese laws, administrative regulations, and departmental rules.

Where a party bears full or primary liability for a road traffic accident, the entitled claimant for accident-related damages may petition the People's Court to adopt pre-litigation preservation measures. The court may lawfully implement compulsory measures includ- ing, but not limited to, the seizure of vehicles or relevant assets, and may additionally impose exit restrictions on the liable party. Following a road traffic accident, disputes concerning compensation for  personal  injury or  property damage  may  be  resolved through: private settlement between parties; application for administrative mediation; or initiation of civil proceedings.
