The Chongqing Municipal Radio and Television Bureau performs the following responsibilities:

1. Implement the Party’s guidelines and policies on communication.

Formulate policies and measures for the management of radio, television, and online audiovisual program services across Chongqing.

Strengthen the management of radio and television services, and provide sound guidance for public communication and content creation.

2. Draft local regulations, rules, and regulatory documents on the management of radio, television, and online audiovisual program services.

Organize the implementation of relevant technical norms, and conduct supervision and inspection.

Guide and promote institutional reform in the field of radio and television across Chongqing.

3. Formulate policies and plans for the development of public undertakings in the field of radio and television across Chongqing.

Organize the implementation of major public-service projects and public-interest activities.

Guide and supervise the construction of key radio and television infrastructure across Chongqing.

Support the development of radio and television services in former revolutionary base areas, ethnic minority areas, and other areas.

4. Guide, coordinate, and promote industrial development in the field of radio and television across Chongqing.

Formulate and implement development plans and industrial policies.

5. Provide professional guidance and industry regulation for all types of radio and television institutions across Chongqing.

Work with relevant departments to manage online audiovisual program service providers.

Implement legally established administrative licensing, and organize the investigation and handling of major violations of laws and regulations.

6. Guide the development of the television drama industry and the creation and production of television dramas across Chongqing.

Supervise, manage, and review the content and quality of radio and television programs and online audiovisual programs across Chongqing.

Guide and regulate the broadcasting of radio and television advertisements across Chongqing.

7. Guide and coordinate major municipality-wide communication activities in radio and television.

Organize the evaluation of radio and television programs.

8. Promote the integrated development of radio and television with new media, new technologies, and new business forms across Chongqing.

Promote the convergence of radio and television networks, telecommunications networks, and the internet.

9. Organize the formulation and implementation of science and technology development plans and policies for radio, television, and online audiovisual services across Chongqing, and conduct supervision and inspection.

Guide and supervise the implementation of industry technical standards.

Regulate the transmission coverage, monitoring, and safe broadcasting of radio and television programs across Chongqing.

Guide and promote the development of the emergency broadcasting system across Chongqing.

Guide and coordinate safety and security work in the radio and television system.

10. Conduct exchanges and cooperation in radio and television.

Coordinate and promote the “going global” work of Chongqing’s radio and television sector.

Manage matters related to the introduction and broadcasting of overseas radio and television programs across Chongqing.

11. Guide the development of talent teams in the radio, television, and online audiovisual industries across Chongqing.

12. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
