The Chongqing Municipal Administration of Big Data Application and Development performs the following responsibilities:

1. Organize the drafting of local regulations and rules on big data, artificial intelligence, and informatization in Chongqing.

Research, formulate, and implement relevant industry technical norms and standards.

2. Study and formulate Chongqing’s development strategies for big data, artificial intelligence, and informatization.

Prepare development plans and annual plans for big data, artificial intelligence, and informatization across the municipality.

Formulate and implement relevant policies, measures, and evaluation systems.

3. Coordinate the development of basic systems for data.

Coordinate the integration, sharing, development, and utilization of data resources, and promote the planning and development of Digital Chongqing and a digital society.

Develop and manage data resources across the municipality, and promote the use of big data in government services, business, and public life.

Promote the collection, aggregation, registration, management, sharing, and opening of government data across the municipality.

Promote the aggregation, integration, interconnection, and sharing of social data.

Study and promote the circulation and trading of data resources.

Promote the integration and application of public information resources.

4. Manage the development and application of big data across the municipality.

Coordinate the integrated application of new-generation information technologies, including big data and artificial intelligence, across all sectors of the national economy.

Promote collaboration among industry, universities, research institutions, and users in big data, artificial intelligence, and related fields, and advance the development of emerging fields such as big data and artificial intelligence.

5. Promote informatization applications across the municipality.

Coordinate and promote informatization in public services and social governance; coordinate and support the development of smart cities; coordinate the development, utilization, and sharing of important information resources across the municipality; and promote cross-industry and cross-department interconnection of information resources.

Coordinate the resolution of major issues in informatization development.

6. Coordinate the development of information infrastructure across the municipality.

Organize the preparation and implementation of data center plans for the municipality.

Guide and coordinate the development and management of the Digital Chongqing cloud platform.

7. Coordinate and promote the deployment and large-scale commercial use of next-generation networks.

Promote international exchanges and cooperation in big data, artificial intelligence, and informatization.

Organize and participate in major international and domestic exchange and cooperation activities, guide regional cooperation and international operations, and undertake related activities.

Guide the development of talent teams in big data, artificial intelligence, and informatization.

Guide the work of relevant industry associations, societies, and alliances.

8. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
