Chongqing Municipal Administration of Public Complaints and Proposals
The Chongqing Municipal Administration of Public Complaints and Proposals performs the following responsibilities:
1. Handle letters, telephone calls, online complaints, and other petitions submitted through official petition channels by individuals, legal persons, and other organizations from within and outside Chongqing to the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government; and receive petitioners in person.
Report important suggestions, opinions, and issues raised in petitions to the CPC Chongqing Municipal Committee, the Chongqing Municipal People’s Government, and their leading officials.
2. Handle petition matters assigned by the CPC Chongqing Municipal Committee, the Chongqing Municipal People’s Government, their leading officials, and the National Public Complaints and Proposals Administration; and monitor and inspect the implementation of relevant instructions issued by leading officials.
Refer and assign petition matters to district/county/autonomous county Party committees and governments, municipal departments, and relevant entities; and monitor and inspect the handling and implementation of major petition matters.
3. Coordinate the handling of major petition cases involving multiple jurisdictions, departments, or sectors, as well as cases in which the petitioner’s place of residence, the location of the matter concerned, and/or the place of household registration fall under different jurisdictions.
Coordinate the handling of petitions submitted to the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
4. Coordinate and guide petition work throughout the municipality; and promote the implementation of decisions and arrangements on petition work made by higher authorities.
Study and draft measures relating to petition work in Chongqing.
Summarize and promote good practices in petition work across regions and departments; and propose recommendations for improving and strengthening petition work.
Inspect and guide petition work in districts/counties/autonomous counties and government departments.
5. Keep informed of the development of the petition workforce; and organize training programs to develop a professional and highly qualified petition workforce.
Guide the development of smart-office systems for petition authorities.
6. Screen, report, and provide feedback on petition information.
Conduct research on major petition issues and propose recommendations on their handling and on the formulation of relevant policies and measures for leadership decision-making.
7. Collect, solicit, and adopt public suggestions and proposals.
8. Undertake the routine work of the Joint Conference on Petition Work of Chongqing Municipality.
Monitor and promote the implementation of decisions made by the Joint Conference.
9. Coordinate efforts relating to the identification and resolution of disputes and conflicts, social stability risk assessment, and special campaigns addressing prominent petition issues.
10. Accept applications for reconsideration and review of petition matters in accordance with the Regulations on Petition Work.
Undertake litigation representation for petition matters involving the Chongqing Municipal People’s Government.
