The Chongqing Municipal Administration of Healthcare Security performs the following responsibilities:

1. Implement the laws, regulations, policies, plans, and standards governing the national healthcare security system, including medical insurance, maternity insurance, and medical assistance.

Draft local regulations and government rules relating to healthcare security.

Formulate and implement relevant plans, policies, and standards.

2. Formulate and implement measures for the supervision and administration of healthcare security funds.

Establish and improve mechanisms for safeguarding the security of healthcare security funds.

Advance reforms of healthcare security fund payment methods.

3. Formulate and implement policies on healthcare security financing and benefits.

Improve mechanisms for dynamic adjustment and inter-regional balancing.

Coordinate healthcare security benefit standards for urban and rural residents.

Establish and improve a benefits adjustment mechanism aligned with financing levels.

Formulate and implement reform plans for the long-term care insurance system.

4. Formulate local medical insurance catalogs and reimbursement standards for pharmaceuticals, medical consumables, medical service items, and medical service facilities.

Establish dynamic adjustment mechanisms.

Formulate and implement local rules governing negotiations for inclusion in medical insurance catalogs.

5. Formulate policies on the prices of pharmaceuticals and medical consumables, and on charges for medical service items and medical service facilities.

Establish mechanisms for the reasonable determination and dynamic adjustment of prices for pharmaceutical and medical services under healthcare insurance payment arrangements.

Promote the establishment of a market-oriented pricing mechanism for healthcare services.

Establish systems for price monitoring and information disclosure.

6. Formulate policies on the tendering and procurement of pharmaceuticals and medical consumables, and supervise their implementation.

Guide the development of tendering and procurement platforms for pharmaceuticals and medical consumables.

7. Formulate and implement agreement and payment management measures for designated medical and pharmaceutical institutions.

Establish and improve the healthcare security credit evaluation system and information disclosure system.

Supervise medical service practices and medical expenses covered by healthcare insurance.

Investigate and address violations of laws and regulations in the field of healthcare security in accordance with law.

8. Be responsible for the administration of healthcare security services, the public service system, and information technology development.

Formulate and improve policies on cross-region medical treatment administration and expense settlement.

Establish and improve systems for the transfer and continuation of healthcare security coverage.

9. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

10. Advance functional transformation.

Improve the unified systems of basic medical insurance and serious disease insurance for rural and non-working urban residents.

Establish and improve a multi-tiered healthcare security system covering all residents and integrating urban and rural areas.

Continuously improve the level of healthcare security.

Ensure the rational use and safety of healthcare security funds.

Advance coordinated reforms in healthcare services, healthcare insurance, and pharmaceuticals.

Better meet the public’s healthcare needs and reduce the burden of medical expenses.

11. Division of responsibilities with relevant departments

Establish consultation and coordination mechanisms with the Chongqing Municipal Development and Reform Commission, the Chongqing Municipal Health Commission, the Chongqing Municipal Administration for Market Regulation, the Chongqing Municipal Tax Service, and the Chongqing Municipal Administration of Medical Products.

Strengthen coordination of systems and policies and jointly advance reform efforts.

Improve the efficiency of healthcare resource utilization and the level of healthcare security.
