The Chongqing Municipal Commission of State-Owned Assets Supervision and Administration performs the following responsibilities:

1. Perform investor responsibilities as authorized by the Chongqing Municipal People’s Government and in accordance with the Company Law of the People’s Republic of China and other laws and regulations.

Regulate state-owned assets of municipal-owned enterprises, and strengthen the management of state-owned assets.

2. Undertake responsibility for supervising the preservation and appreciation of state-owned assets of the enterprises under its regulation.

Establish and improve an indicator system for the preservation and appreciation of state-owned assets, and formulate assessment standards.

Supervise the preservation and appreciation of state-owned assets of the enterprises under its regulation through statistics and auditing.

Manage wage distribution of the enterprises under its regulation.

Formulate and implement income distribution policies for the leaders of the enterprises under its regulation.

3. Guide and promote the reform and restructuring of state-owned enterprises.

Promote the development of the modern enterprise system in state-owned enterprises, improve corporate governance structures, and promote strategic adjustment of the layout and structure of the state-owned economy.

4. Appoint and remove, assess, reward, and punish the leaders of the enterprises under its regulation through statutory procedures and based on their business performance.

Establish a mechanism for selecting and appointing personnel that meets the requirements of the socialist market economy and the modern enterprise system.

Improve incentive and constraint systems for business operators.

5. Organize the payment of state capital gains by the enterprises in which it performs investor responsibilities.

Participate in formulating management systems and measures related to the state capital operation budget.

In accordance with relevant regulations, prepare and implement state capital operation budgets and final accounts.

6. In accordance with its investor responsibilities, supervise and inspect the implementation of national workplace safety guidelines, policies, laws, regulations, and standards by the enterprises under its regulation.

7. Manage the basic administration of enterprise state-owned assets.

Formulate rules and systems for state-owned assets management.

Guide and supervise the management of state-owned assets in districts/counties/autonomous counties in accordance with law.

8. Liaise with large state-owned enterprises of the central government and other localities that are based in Chongqing.

Guide state-owned enterprises in expanding opening-up.

9. Guide Party building in the enterprises under its regulation.

Comprehensively strengthen Party building in state-owned enterprises, and implement responsibilities for Party self-governance.

10. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
