The Foreign Affairs Office of the Chongqing Municipal People’s Government performs the following responsibilities:

1. Implement the Party and State’s policies, laws, and regulations relating to foreign affairs and Hong Kong and Macao affairs, as well as the decisions and arrangements of the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government on foreign affairs and Hong Kong and Macao affairs.

Draft relevant local regulations, government rules, and policies, and supervise their implementation.

2. Take the lead in formulating the municipality’s overall plan for international exchanges and cooperation.

Be responsible for exchanges and contacts between Chongqing and foreign countries, regions outside the mainland, and regional international organizations.

Assist in promoting exchanges and cooperation in science and technology, culture, and other fields.

3. Be responsible for receiving important foreign guests and relevant persons from Hong Kong and Macao visiting Chongqing or conducting official activities in the municipality.

Coordinate and arrange foreign affairs activities involving municipal leaders.

4. Review, approve, and process matters relating to official overseas visits and missions, as well as invitations for visitors from foreign countries and regions outside the mainland to Chongqing.

Be responsible for the administration of official passports, official travel permits for Hong Kong and Macao, and related documents.

5. Coordinate the handling of major foreign-related incidents and cases.

Be responsible for consular protection for Chongqing residents overseas.

Administer the review and approval of international conferences held in Chongqing.

Assist in obtaining approval for major international events held in Chongqing.

6. Handle exchanges and communications with foreign consular missions in Chongqing and related consular affairs.

Guide interactions between Chongqing organizations and foreign consular missions.

Be responsible for providing administration and services for foreign and overseas news organizations and journalists based in Chongqing.

7. Promote exchanges and cooperation between Chongqing and Hong Kong and Macao in science and technology, culture, and talent attraction.

8. Administer and promote friendship city relations.

Be responsible for matters relating to honorary titles awarded by Chongqing to foreign nationals and compatriots from Hong Kong and Macao.

Undertake exchanges with foreign political parties.

9. Be responsible for Party building work in the Office, its directly affiliated entities, and the social organizations under its supervision.

10. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
