The Chongqing Municipal Bureau of Emergency Management performs the following responsibilities:

1. Be responsible for emergency management throughout the municipality.

Guide government departments at all levels in responding to workplace safety incidents, natural disasters, and other emergencies, and in carrying out comprehensive disaster prevention, mitigation, and relief work.

Be responsible for the comprehensive supervision and administration of workplace safety and for workplace safety supervision in the industrial, mining, commercial, and trade sectors.

2. Formulate policies and regulations relating to emergency management and workplace safety.

Organize the preparation of plans for the development of the municipal emergency management system, workplace safety, and comprehensive disaster prevention, mitigation, and relief.

Draft local regulations and government rules.

Formulate relevant procedures and local standards and supervise their implementation.

3. Guide the development of the emergency response plan system.

Establish and improve tiered response systems for accidents, disasters, and natural disasters.

Organize the preparation of the municipality’s master emergency response plan and special emergency response plans for workplace safety incidents and natural disasters.

Coordinate the alignment of emergency response plans.

Organize emergency drills, and promote the development of emergency shelter facilities.

4. Take the lead in establishing a unified municipal emergency management information system.

Plan and coordinate information transmission networks.

Establish systems for monitoring, early warning, and disaster reporting.

Improve mechanisms for the acquisition and sharing of natural disaster information resources.

Release disaster information in a unified manner in accordance with law.

5. Organize, guide, and coordinate emergency rescue operations for workplace safety incidents, natural disasters, and other emergencies.

Undertake the work of the municipal headquarters for responding to major disasters.

Conduct comprehensive assessments of emergency situations and propose response measures.

Assist designated officials of the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government in organizing emergency response operations for major disasters.

6. Exercise unified coordination and command over various professional emergency response teams throughout the municipality.

Establish emergency coordination and linkage mechanisms, and promote the integration of command platforms.

Coordinate the participation of the People’s Liberation Army units stationed in Chongqing and the People’s Armed Police Force in emergency rescue operations.

7. Coordinate the development of emergency rescue capabilities.

Be responsible for developing professional emergency rescue forces for firefighting, forest and grassland fire suppression, flood control and emergency rescue, earthquake and geological disaster rescue, and workplace accident rescue.

Coordinate the organization of guidance and administration by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government over the professional development and force development of the municipal comprehensive emergency rescue teams.

Guide the development of emergency rescue forces in districts/counties/autonomous counties and within society.

8. Organize and coordinate firefighting work.

Guide fire safety supervision, fire prevention, and firefighting operations.

9. Guide and coordinate the prevention and control of forest and grassland fires, floods and droughts, earthquakes, and geological disasters.

Be responsible for comprehensive monitoring and early warning of natural disasters.

Guide comprehensive natural disaster risk assessments.

10. Organize and coordinate disaster relief work.

Organize and guide disaster assessment, loss evaluation, and disaster-relief donation activities.

Manage and allocate disaster-relief funds and supplies provided by the central government and the municipality, and supervise their use.

11. Exercise, in accordance with law, the authority for comprehensive supervision and administration of workplace safety throughout the municipality.

Guide, coordinate, and supervise workplace safety work carried out by relevant municipal government departments and district/county/autonomous county governments.

Organize workplace safety inspections and performance evaluations.

Undertake the routine work of the Chongqing Municipal Workplace Safety Commission.

12. In accordance with the principles of graded administration and territorial jurisdiction, supervise and inspect the implementation of workplace safety laws, regulations, standards, and procedures by production and business entities in the industrial, mining, commercial, and trade sectors.

Supervise workplace safety conditions and the safety management of relevant equipment (excluding special equipment), materials, and protective equipment.

Organize and supervise the implementation of workplace safety market-entry systems in accordance with law.

Be responsible for the comprehensive supervision and administration of hazardous chemicals safety and the supervision and administration of fireworks and firecrackers safety production.

13. Be responsible for comprehensive work relating to coal mine safety production, including the formulation and revision of regulations, standards, policies, and plans; law enforcement and supervision; accident investigation and handling; emergency rescue management; statistical analysis; publicity, education, and training.

Exercise coal mine safety supervision and law-enforcement responsibilities within the scope of its authority.

14. Organize, in accordance with law, the investigation and handling of workplace accidents.

Supervise the implementation of decisions on accident handling and accountability.

Organize investigations and evaluations of natural disaster emergencies.

15. Conduct international exchanges and cooperation in the field of emergency management.

Organize participation in cross-regional emergency rescue operations for workplace safety incidents, natural disasters, and other emergencies.

16. Formulate plans for emergency supply reserves and emergency rescue equipment and organize their implementation.

Propose reserve requirements and deployment decisions for municipal-level disaster-relief supplies.

Organize the preparation of catalogues and standards for municipal-level disaster-relief supplies.

Work with relevant municipal departments to establish and improve emergency supplies information platforms and allocation systems.

Exercise unified dispatch of emergency supplies during disaster relief operations.

Be responsible for the storage, rotation, and routine management of municipal-level disaster-relief supplies, and issue deployment orders when necessary.

17. Be responsible for publicity, education, and training relating to emergency management and workplace safety.

Organize and guide scientific and technological research, technology promotion and application, and information technology development in the fields of emergency management and workplace safety.

18. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
