Chongqing Municipal Health Commission
The Chongqing Municipal Health Commission performs the following responsibilities:
1. Organize the drafting of local health policies, local regulations, government rules, and local standards relating to health and healthcare development.
Coordinate the planning and allocation of health resources throughout the municipality, and guide the preparation and implementation of health plans in districts/counties/autonomous counties.
Formulate and implement policies and measures to promote equalization, universal access, and convenience in basic public health services, and to extend public health resources to the community level.
Exercise medical and health law-enforcement functions at the municipal level in areas including medical institutions, blood collection and supply institutions, physician practice, family planning, maternal and child healthcare, and traditional Chinese medicine services.
Guide comprehensive law-enforcement work in districts/counties/autonomous counties.
2. Coordinate and advance the deepening of healthcare reform throughout the municipality.
Study and propose major policies and measures for deepening healthcare reform.
Organize the comprehensive reform of public hospitals.
Promote the separation of government administration and institutional operations.
Improve the modern hospital management system.
Formulate and implement policies to diversify providers and service delivery models for public health services.
Put forward recommendations on policies relating to medical service pricing and pharmaceutical pricing.
3. Be responsible for public health emergency management throughout the municipality.
Take the lead in organizing and coordinating responses to infectious disease outbreaks.
Organize and guide the prevention and control of public health emergencies other than infectious disease outbreaks, as well as medical and health rescue operations for various public emergencies.
4. Promote the development of the elderly health service system and integrated medical and eldercare services throughout the municipality.
5. Implement the national drug policy and the National Essential Medicines System.
Conduct monitoring of medicine use, comprehensive clinical evaluations, and early warning of medicine shortages.
Implement the National Essential Medicines List.
Organize the implementation of food safety risk monitoring and assessment.
Formulate and publish local food safety standards in accordance with law.
Conduct prior filing of enterprise food safety standards.
Be responsible for epidemiological investigations of foodborne diseases and incidents related to food safety accidents.
6. Be responsible for safety supervision and administration of health institutions.
Carry out relevant work under the provisions of the Framework Convention on Tobacco Control.
7. Formulate and supervise the implementation of measures for the administration of medical institutions and the healthcare service sector, excluding infectious disease prevention and control.
Establish systems for the evaluation and supervision of healthcare services.
Work with relevant departments to implement national qualification standards for health professionals.
Formulate and implement standards for healthcare services, professional practice rules, and service standards for health professionals.
8. Be responsible for family planning administration and services.
Conduct population monitoring and early warning.
Study and propose policy recommendations relating to population and family development.
Implement family planning policies.
9. Be responsible for Party building work in the Commission, its directly affiliated entities, and social organizations in the health sector.
Guide health work in districts/counties/autonomous counties.
Guide the development of primary healthcare services, maternal and child healthcare service systems, and the general practitioner workforce.
Promote innovation and development in health science and technology.
Further strengthen responsibilities relating to biosafety.
Undertake work related to the Health Program for Poverty Alleviation.
10. Be responsible for healthcare services for designated recipients of municipal-level healthcare benefits and high-level talent.
Be responsible for health and medical support for major international, national, and municipal conferences and events held in Chongqing.
Undertake healthcare-related tasks and matters assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
11. Strengthen responsibilities relating to traditional Chinese medicine.
Formulate medium- and long-term development plans for traditional Chinese medicine and incorporate them into the overall health development plan and strategic objectives of the municipality.
12. Administer the Chongqing Family Planning Association.
13. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
14. Advance functional transformation.
Further transform government functions and uphold the Party’s centralized and unified leadership over health work.
Implement the health and healthcare policy of the new era and comprehensively advance the Healthy China Initiative in Chongqing.
Give strategic priority to safeguarding public health.
Promote the spirit of combating COVID-19.
Systematically review and institutionalize proven practices and models developed during epidemic prevention and control efforts.
Improve the capacity and effectiveness of responding to major public health emergencies.
Establish and improve an integrated routine and emergency epidemic prevention, control, and treatment system.
Strengthen the public health protection network.
15. Division of responsibilities with relevant departments.
i. Division of responsibilities with the Chongqing Municipal Development and Reform Commission
The Chongqing Municipal Health Commission is responsible for population monitoring and early warning, formulating fertility policies, studying and proposing policy recommendations relating to population size, quality, structure, and distribution in connection with fertility, promoting coordination between fertility policies and relevant economic and social development policies, participating in the formulation of population development plans and policies, and implementing relevant tasks under population development plans.
The Chongqing Municipal Development and Reform Commission is responsible for monitoring and assessing population changes and their impacts, establishing the municipal population forecasting system, conducting population impact assessments for major policy decisions, improving consultation mechanisms for major population policies, studying and formulating population development strategies, preparing population development plans and population policies, and proposing policy recommendations to promote coordinated and sustainable development of population, economy, society, resources, and the environment, as well as long-term balanced population development.
ii. Division of responsibilities with the Chongqing Municipal Bureau of Civil Affairs
The Chongqing Municipal Health Commission is responsible for formulating policies and measures on integrated medical and eldercare services, and for elderly health services, including the prevention and treatment of diseases affecting older persons, medical care services for older persons, and mental health and care services for older persons.
The Chongqing Municipal Bureau of Civil Affairs is responsible for formulating and coordinating the implementation of policies and measures to actively address population aging and promote the development of eldercare services, formulating plans, regulations, policies, and standards for the development of the eldercare service system and organizing their implementation, and undertaking work relating to welfare and assistance for older persons, especially those facing special difficulties.
iii. Division of responsibilities with Chongqing Customs District
The Chongqing Municipal Health Commission and Chongqing Customs District shall establish and improve cooperation and information-sharing mechanisms for responding to public health incidents at ports of entry.
iv. Division of responsibilities with the Chongqing Municipal Administration for Market Regulation
The Chongqing Municipal Health Commission is responsible for food safety risk assessment and the formulation of local food safety standards, and shall work with the Chongqing Municipal Administration for Market Regulation and other departments to formulate and implement food safety risk monitoring plans.
Where the Chongqing Municipal Health Commission discovers, through food safety risk monitoring or reports, that food may present potential safety risks, it shall immediately organize testing and food safety risk assessments, promptly notify the Chongqing Municipal Administration for Market Regulation and other relevant departments of the assessment results, and where food is determined to be unsafe, the Chongqing Municipal Administration for Market Regulation and the relevant departments shall immediately take appropriate measures.
Where the Chongqing Municipal Administration for Market Regulation and other departments determine in the course of supervision and administration that a food safety risk assessment is required, they shall promptly submit recommendations to the Chongqing Municipal Health Commission.
v. Division of responsibilities with the Chongqing Municipal Administration of Healthcare Security
The Chongqing Municipal Health Commission, the Chongqing Municipal Administration of Healthcare Security, and other relevant departments shall strengthen coordination of systems and policies relating to healthcare services, medical insurance, and pharmaceuticals.
They shall establish communication and consultation mechanisms, jointly advance reform, and improve the efficiency of healthcare resource utilization and the level of healthcare security.
vi. Division of responsibilities with the Chongqing Municipal Administration of Medical Products
The Chongqing Municipal Administration of Medical Products and the Chongqing Municipal Health Commission shall establish mechanisms for mutual notification and joint response concerning major adverse drug reactions and adverse medical device events.
