The Chongqing Municipal Commission of Culture and Tourism Development performs the following responsibilities:

1. Implement the policies, laws, and regulations of the Party and the State relating to publicity, culture and tourism, cultural heritage, and museums.

Draft local regulations and government rules.

Formulate and implement policies and measures relating to culture and tourism, cultural heritage, and museums throughout the municipality.

2. Coordinate and plan the development of cultural programs, cultural industries, and tourism throughout the municipality.

Formulate and implement development plans for culture and tourism, cultural heritage, and museums.

Promote the integrated development of culture and tourism.

Advance institutional and mechanism reforms.

3. Manage major municipal cultural events.

Guide the development of key municipal cultural facilities.

Be responsible for the overall promotion of Chongqing’s tourism image.

Promote international cooperation and market development for the cultural and tourism industries.

Formulate and implement tourism market development strategies.

Guide and advance all-for-one tourism development.

4. Manage the development of the literary and arts sector throughout the municipality.

Guide artistic creation and production.

Support literary and artistic works that embody the core socialist values and serve a guiding, representative, and exemplary role.

Promote the development of all categories and forms of art.

5. Promote the development of public cultural services throughout the municipality.

Advance the development of public cultural service systems and tourism public service systems.

Implement public-benefit cultural programs.

Coordinate efforts to standardize and equalize basic public cultural services.

6. Guide and advance scientific and technological innovation in the culture and tourism, cultural heritage, and museum sectors.

Promote information technology application and standardization in the culture and tourism sector.

7. Be responsible for the protection of intangible cultural heritage throughout the municipality.

Promote the safeguarding, transmission, public awareness, promotion, and revitalization of intangible cultural heritage.

8. Coordinate and plan the development of the culture and tourism industries throughout the municipality.

Organize surveys, identification, protection, and utilization of cultural and tourism resources.

Undertake the development of systems for monitoring cultural markets and tourism economic performance.

Promote the development of the culture and tourism industries.

9. Guide the development of the culture and tourism market throughout the municipality; exercise industry supervision over business operations in the culture and tourism market; promote the development of the culture and tourism industry credit system; and regulate the culture and tourism market in accordance with law.

Be responsible for the overall coordination, supervision, and administration of culture and tourism market safety, and guide emergency response and rescue work.

10. Guide comprehensive law enforcement in the cultural market throughout the municipality; organize investigations into violations of laws and regulations in the culture, cultural heritage, and tourism sectors; supervise and oversee the handling of major cases; and maintain market order.

Assign specific law-enforcement activities to the municipal comprehensive cultural market law-enforcement team.

Guide comprehensive cultural market law-enforcement work in districts/counties/autonomous counties.

11. Guide professional work relating to cultural heritage and museums throughout the municipality.

Manage and guide archaeological work throughout the municipality; and organize and coordinate the implementation of major cultural heritage protection and archaeological projects.

Organize surveys of cultural heritage resources; and perform oversight responsibilities relating to the safety of cultural heritage sites and museums.

Guide and coordinate museum development, as well as exchanges and cooperation among museums.

12. Be responsible for the protection, administration, and supervision of World Cultural Heritage sites throughout the municipality, including the cultural heritage components of mixed World Cultural and Natural Heritage sites.

Work with housing and urban-rural development authorities to protect and supervise nationally designated historic and cultural cities, towns, and villages.

13. Guide and manage exchanges, cooperation, publicity, and promotion relating to culture and tourism, cultural heritage, and museums with foreign countries and regions and with Hong Kong, Macao, and Taiwan.

Organize major international and Hong Kong, Macao, and Taiwan exchange activities in the fields of culture and tourism.

14. Formulate and implement plans for workforce development in the culture and tourism sector throughout the municipality.

Be responsible for the administration of professional qualifications for industry practitioners.

15. Be responsible for Party building work in the Commission, its directly affiliated entities, and the social organizations under its supervision.

16. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
