Chongqing Municipal Commission of Commerce

The Chongqing Municipal Commission of Commerce performs the following responsibilities:

1. Implement laws, regulations, rules, policies, and guidelines relating to domestic and foreign trade, foreign investment, and international economic cooperation.

Work with relevant departments to draft local regulations, government rules, and policies relating to commerce, and organize their implementation.

Formulate and implement strategies and plans for the development of domestic and foreign trade, foreign investment, and international economic cooperation in Chongqing in accordance with the Belt and Road Initiative and the development strategy for the Yangtze River Economic Belt.

2. Coordinate the development of Chongqing as a pioneering area for inland opening-up; and formulate and implement policies and measures for the development of an open economy.

Take the lead in promoting the development of headquarters economy and platform economy initiatives.

Lead investment promotion activities in the commerce sector.

Guide Chongqing enterprises in conducting domestic and international exchanges and cooperation.

3. Promote the transformation of trade development models; guide and coordinate the development of the trade promotion system; and promote the development of headquarters trade and entrepôt trade.

Support enterprises in expanding into diversified international markets.

Coordinate major import and export commodities with relevant departments; organize and guide trade promotion activities; and advance the development of export bases.

4. Promote trade in services throughout the municipality.

Work with relevant departments to formulate and implement policies and measures for trade in services; promote the development of public service platforms for service outsourcing; and support the growth of the service outsourcing industry.

Guide pilot programs for innovative development of trade in services.

5. Guide foreign investment work throughout the municipality; and formulate measures to improve the investment environment.

Guide and coordinate foreign investment promotion efforts; coordinate the advancement of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI); and guide foreign investment attraction efforts in development zones and work relating to national-level economic and technological development zones.

Review, approve, and process matters relating to the establishment of foreign-invested enterprises and amendments to contracts and articles of association within its authority.

Guide the handling of complaints involving foreign-invested enterprises.

6. Implement the municipality’s “Going Global” strategy.

Organize the participation of Chongqing enterprises in economic cooperation with countries participating in the Belt and Road Initiative.

Promote international industrial capacity cooperation.

Guide the development of overseas economic and trade cooperation zones.

Administer foreign aid programs within its scope of responsibility.

7. Implement national policies, plans, and administrative measures relating to economic and trade relations with Hong Kong, Macao, and Taiwan.

Be responsible for economic and trade cooperation between Chongqing and Hong Kong, Macao, and Taiwan.

8. Undertake the routine work of the Secretariat of the Mayor’s International Economic Advisory Council and manage matters relating to the municipality’s business advisers.

Undertake work relating to the introduction of overseas talent.

Administer official overseas delegations in the commerce sector.

9. Organize the development of a modern market system throughout the municipality.

Coordinate the planning and layout of urban and rural commodity markets, major commercial centers, and distinctive commercial districts.

Implement the Internet Plus Circulation Action Plan; promote restructuring of the circulation sector; facilitate the transformation and upgrading of traditional commerce and support emerging business formats; and promote integration between commerce and other industries.

Promote the development of modern commercial circulation methods, including chain operations, franchising, and logistics distribution.

10. Formulate and implement policies and measures regulating market operations and circulation order.

Conduct statistical monitoring and comprehensive evaluations.

Promote credit development in the commerce sector.

Exercise administrative supervision and law enforcement in the commerce sector and handle complaints and reports.

Participate in efforts to combat commercial fraud.

Coordinate work relating to fair trade in imports and exports; conduct foreign trade investigations and trade injury investigations in accordance with law; and guide and coordinate responses relating to industrial security.

11. Promote the development of commercial service industries throughout the municipality; formulate strategies, plans, and policies for commercial service industries; and draft regulations, standards, and normative documents relating to commercial service industries and organize their implementation.

Issue development guidance for commercial service industries; and organize, guide, and promote business model innovation in the commercial service sector.

Advance brand development in the commerce sector.

12. Advance supply-side structural reform in the commerce sector; and guide reform, innovation, and development of circulation enterprises.

Administer the commerce sector and promote the development of commercial enterprises.

Administer the operation of important commodities such as liquefied petroleum gas; and supervise the circulation of refined oil products in accordance with relevant regulations.

Coordinate and administer the cocoon and silk industry.

13. Formulate and implement policies and measures for the development of e-commerce.

Coordinate the development of supporting systems for e-commerce.

Promote exchanges and cooperation in the field of e-commerce.

Advance the development of the Cross-Border E-Commerce Comprehensive Pilot Zone and e-commerce demonstration bases.

Promote rural e-commerce development.

Encourage the application of internet and information technologies in the commerce sector.

14. Formulate and implement policies and measures for the development of the exhibition and convention economy.

Establish statistical indicator systems and credit evaluation systems for the exhibition and convention industry and improve the business environment for the exhibition and convention sector.

Organize major domestic and international economic and trade exhibitions; and guide and support the development of branded exhibitions and conventions.

15. Be responsible for market regulation of important consumer goods and circulation management of important means of production.

Establish and improve emergency mechanisms for the supply of daily necessities; and administer reserves of important commodities and market regulation work in accordance with the division of responsibilities.

16. Serve the Belt and Road Initiative, the Large-Scale Western Development Strategy, and the development of the Yangtze River Economic Belt.

Be responsible for implementing major matters identified under the three-tier coordination mechanism comprising the Joint Coordinating Council, Joint Working Committee, and Joint Implementation Committee established by China and Singapore for the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI).

17. Organize and advance the implementation of agreements relating to the CCI signed between China and Singapore and between the Chongqing Municipal People’s Government and Singapore.

Maintain liaison with relevant Chinese and Singaporean authorities, including the Ministry of Commerce of China and Singapore’s Ministry of Trade and Industry.

18. Coordinate and advance planning and project development under the CCI.

19. Promote and implement innovation initiatives under the CCI.

Study and propose innovative measures and policy recommendations for advancing projects relating to financial services, aviation, transport & logistics, and information and communications technology (ICT), as well as other sectors.

20. Perform the duties of the Administrative Committee of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity.

Supervise, inspect, compile statistics on, and evaluate the work of the subcommittees.

21. Coordinate, monitor, and inspect the implementation of CCI-related tasks by relevant municipal departments.

22. Guide, promote, monitor, and facilitate the implementation of specific CCI cooperation projects in districts/counties/autonomous counties.

23. Implement national guidelines, policies, regulations, and institutional arrangements relating to the development of pilot free trade zones.

Study and formulate policies relating to comprehensive reform, investment, trade, finance, and talent development in the China (Chongqing) Pilot Free Trade Zone, and guide their implementation.

Coordinate matters relating to the Pilot Free Trade Zone among national authorities, municipal departments, and the various FTZ areas.

Undertake the routine work of the Leading Group for the China (Chongqing) Pilot Free Trade Zone.

24. Undertake other tasks assigned by the Chongqing Municipal People’s Government.
