The Chongqing Municipal Commission of Agriculture and Rural Affairs performs the following responsibilities:

1. Coordinate the study and organize the implementation of local development strategies, medium- and long-term plans, and major policies for work related to agriculture, rural areas, and farmers, with a focus on rural revitalization.

Organize the drafting of local regulations and rules on agriculture, rural areas, and rural revitalization.

Be responsible for municipal-level comprehensive agricultural law enforcement. Specific law enforcement shall be undertaken by law enforcement teams and carried out uniformly in the name of the department.

Guide comprehensive agricultural law enforcement in districts/counties.

Participate in the formulation of policies related to agriculture, including fiscal, pricing, purchasing and storage, financial insurance, import, and export policies.

2. Coordinate and promote the development of rural social undertakings, rural public services, rural culture, rural infrastructure, and rural governance.

Take the lead in organizing the improvement of the rural living environment.

Guide the development of rural cultural and ethical progress and fine farming culture.

Guide workplace safety in the agricultural sector.

3. Be responsible for work related to farmers’ contracted land, rural homesteads, and the reform and management of the rural collective property rights system.

Formulate local policies for deepening reform of the rural economic system and consolidating and improving the basic rural operating system.

Guide the development of rural collective economic organizations and the management of collective assets.

Guide the development of farmers’ cooperative economic organizations, the agricultural service system with greater participation by professional service providers, and new types of agricultural business entities.

4. Be responsible for consolidating and expanding the achievements in poverty alleviation.

Take the lead in monitoring and assistance to prevent people from falling back into poverty.

Organize the formulation of assistance policies for key counties and key areas receiving support for rural revitalization.

Coordinate the implementation of east-west collaboration.

Organize targeted assistance and social assistance.

Work with relevant departments to organize the implementation of relevant assessments and evaluations during the transition period for consolidating and expanding the achievements in poverty alleviation.

Study and propose plans for the allocation of central and municipal fiscal funds that are linked to rural revitalization, and guide and supervise the use of such funds.

Promote the development of rural assistance industries.

Undertake work related to regular assistance for low-income rural populations and areas lifted out of poverty, and develop long-term assistance mechanisms.

5. Guide the development of rural specialty industries, agricultural product processing, leisure agriculture, and township enterprises, and promote the extension of agricultural product industrial chains.

Put forward recommendations for promoting the circulation of bulk agricultural products.

Cultivate and protect agricultural brands.

Release information on the agricultural and rural economy, and monitor and analyze its operation.

Undertake work related to agricultural statistics and agricultural and rural informatization.

6. Supervise and manage agricultural industries, including crop farming, animal husbandry, fisheries, and agricultural mechanization.

Guide the production of grain and other agricultural products, and promote the development of a diversified food supply system.

Organize the development of modern agricultural industrial, production, and operating systems.

Guide standardized agricultural production.

Supervise and manage fishery administration, fishing vessels, and fishing ports.

7. Supervise and manage the quality and safety of agricultural products.

Organize monitoring, traceability, and risk assessment of agricultural product quality and safety.

Guide the development of the agricultural inspection and testing system.

8. Be responsible for the quality protection of cultivated land and permanent basic farmland, and for the development of high-standard farmland.

Organize agricultural resource zoning.

Guide the protection and management of agricultural land, fishery waters, and agricultural biological species resources.

Be responsible for the protection of aquatic wild animals and plants.

Guide environmental management of agricultural production areas and clean agricultural production.

Guide the development of facility agriculture, ecological circular agriculture, water-saving agriculture, the comprehensive development and utilization of rural renewable energy, and the agricultural biomass industry.

Take the lead in managing alien species.

9. Supervise and manage relevant agricultural production materials and agricultural inputs.

Organize the development of the market system for agricultural production materials.

Formulate and implement local policies for revitalizing the seed industry.

Organize work related to veterinary administration, veterinary drug administration, and veterinary drug testing.

Manage practicing veterinarians and the livestock and poultry slaughtering industry.

10. Be responsible for agricultural disaster prevention and reduction, and the prevention and control of major crop pests and diseases.

Guide the development of animal and plant epidemic prevention and quarantine systems.

Organize and supervise animal and plant epidemic prevention and quarantine work, release epidemic information, and organize eradication.

Undertake the day-to-day work of the Office of the Chongqing Headquarters for the Prevention and Control of Major Animal Diseases.

11. Manage agricultural investment.

Put forward recommendations on reforming agricultural investment and financing systems and mechanisms.

Prepare development plans for agricultural investment projects funded by central and municipal investment arrangements.

Put forward recommendations on the scale and direction of agricultural investment, and on fiscal projects that support agricultural and rural development.

Be responsible for the allocation, supervision, and management of funds for agricultural investment projects.

12. Promote reform of the agricultural science and technology system and the development of the agricultural science and technology innovation system.

Guide the development of the agricultural industrial technology system and the agricultural technology extension system.

Organize research on high and new technologies and applied technologies in agriculture, as well as the commercialization of scientific and technological achievements and technology extension.

Supervise and manage the biosafety of agricultural genetically modified organisms and protect new varieties of agricultural plants.

13. Guide agricultural and rural talent work.

Formulate and implement local plans for the development of agricultural and rural talent teams.

Guide agricultural education and agricultural vocational skills development.

Guide the training of high-caliber farmers, agricultural science and technology talent, and practical rural talent.

14. Undertake agricultural international cooperation.

Handle intergovernmental agricultural foreign-related affairs.

Organize international exchanges and cooperation in agriculture and rural affairs.

Undertake work related to foreign agricultural assistance.

15. Manage state-owned assets, cadres and personnel, and institutional staffing of affiliated units within the scope of authority.

Undertake work related to investment promotion for agriculture and rural affairs.

Guide relevant social organizations in serving the development of the agricultural and rural economy.

16. Be responsible for Party building work in the Commission, its directly affiliated units, and industry social organizations.

17. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
