The Chongqing Municipal Bureau of Water Resources performs the following responsibilities:

1. Ensure the rational development and utilization of water resources.

Implement laws, regulations, rules, and policies concerning water conservancy and water resources; study and put forward strategic plans and policy recommendations for water conservancy across the municipality; draft local regulations and government rules concerning water conservancy; organize the preparation of major water conservancy plans, including municipal water resources strategic plans, comprehensive plans for major river and lake basins, and flood control plans.

2. Coordinate and ensure water use for domestic, production, and ecological needs.

Organize the implementation of the strictest water resources management system; exercise unified supervision and management of water resources; formulate medium- and long-term supply and demand plans for water resources and water allocation plans for the municipality and key regions; and supervise their implementation.

Be responsible for water resources dispatch and allocation in major river basins, regions, and major water diversion projects.

Organize the implementation of water abstraction permitting, water resources assessment, and flood-control assessment systems within the scope of authority; and guide the compensated use of water resources.

Guide water supply services in the water sector and township water supply work.

3. Formulate and implement, in accordance with regulations, systems related to the construction of water conservancy projects; put forward recommendations on the scale, direction, and specific arrangements of fixed-asset investment in water conservancy across the municipality, and organize and guide their implementation; approve or verify fixed-asset investment projects included in approved plans and annual investment plans within the authority prescribed by the Chongqing Municipal People’s Government; and put forward recommendations on the allocation of municipal-level and higher-level water conservancy funds, and supervise project implementation.

4. Protect water resources.

Organize the preparation and implementation of water resources protection plans.

Guide work related to the protection of drinking-water sources; and guide the development and utilization of groundwater and the management and protection of groundwater resources.

5. Promote water conservation.

Formulate water conservation policies; organize the preparation of water conservation plans and supervise their implementation; and organize the formulation of relevant standards.

Implement management systems such as total water consumption control; and guide and promote the development of a water-conserving society.

6. Guide hydrological work.

Be responsible for hydrological and water resources monitoring throughout the municipality, as well as the development and management of hydrological station networks.

Conduct monitoring of rivers, lakes, reservoirs, and groundwater; and release hydrological and water resources information, forecasts, and the Chongqing Water Resources Bulletin.

Organize, in accordance with regulations, surveys and assessments of water resources and hydropower resources, and carry out monitoring and early warning of water resources carrying capacity.

7. Organize and guide the management, protection, and integrated utilization of water conservancy facilities, water areas, and their shorelines.

Organize and guide the development of water conservancy infrastructure networks.

Guide the management, development, and protection of major rivers, lakes, reservoirs, and estuaries.

Guide the protection and restoration of aquatic ecosystems in rivers and reservoirs, ecological flow and water quantity management, and water system connectivity.

Undertake the organization and coordination of the River Chief System and Reservoir Chief System across the municipality, and the routine work of the Chongqing Municipal River Chief Office.

8. Guide and supervise the construction and operation of water conservancy projects.

Organize the construction and operation management of major water conservancy projects that are controlling in nature or cross regions and river basins.

Organize the formulation and coordinate the implementation of policies and measures related to the construction and operation management of major water conservancy projects, including the Western Chongqing Water Resources Allocation Project; guide and supervise the safe operation of projects; organize project acceptance work; and supervise, guide, and coordinate the construction of supporting projects in districts/counties/autonomous counties.

Undertake the routine work of the Office of the Leading Group for the Construction of the Western Chongqing Water Resources Allocation Project.

9. Undertake soil and water conservation work.

Formulate soil and water conservation plans and supervise their implementation; organize comprehensive prevention and control, monitoring, forecasting, and periodic public reporting of soil erosion.

Be responsible for supervision and management of soil and water conservation for construction projects; and guide the implementation of key soil and water conservation projects.

Undertake the routine work of the Office of the Chongqing Municipal Soil and Water Conservation Commission.

10. Advance rural water conservancy development.

Organize the construction and upgrading of medium-sized and large-scale irrigation and drainage projects.

Organize and guide the construction and management of rural drinking-water safety projects; organize and guide water-saving irrigation and drainage work.

Guide reform and innovation in rural water conservancy and the development of socialized service systems.

Guide the development of rural hydropower resources, the upgrading of small hydropower stations, and rural electrification through hydropower.

11. Manage resettlement related to water conservancy projects.

Formulate and supervise the implementation of policies concerning resettlement related to water conservancy projects; organize the implementation of systems for acceptance inspection, supervision, and evaluation of resettlement related to water conservancy projects.

Guide and supervise the implementation of follow-up support policies for reservoir resettlers; and be responsible for the overall coordination, organization, implementation, and supervision of follow-up planning related to the Three Gorges Project, and for paired assistance to the Three Gorges Reservoir Area.

Undertake the routine work of the Chongqing Office for Paired Assistance to the Three Gorges Reservoir Area.

12. Organize the investigation and handling of major water-related violations; coordinate water-related disputes across districts/counties/autonomous counties; and guide water administration supervision and water-related administrative law enforcement.

Be responsible, in accordance with law, for workplace safety in the water sector; and organize and guide safety supervision of reservoirs, hydropower dams, and rural hydropower stations.

Guide supervision and management of the water conservancy construction market; and organize supervision of water conservancy project construction.

13. Advance science, technology, and foreign affairs work in the water sector.

Organize quality supervision work in the water sector; organize the formulation of local technical standards, procedures, and specifications for the water sector, and supervise their implementation; and organize major scientific research and technology promotion activities related to water conservancy.

Undertake foreign exchanges, cooperation, and other foreign-related affairs in the water sector.

14. Implement requirements related to comprehensive disaster prevention and mitigation planning; and organize the preparation of municipal plans and protection standards for flood and drought disaster prevention and control, and guide their implementation.

Undertake monitoring and early warning of flood and drought conditions.

Organize the preparation of flood-control, drought-response, and emergency water allocation plans for major rivers, reservoirs, and major hydraulic projects; and submit them for approval in accordance with procedures, and organize their implementation.

Provide technical support for emergency flood-control and rescue operations.

15. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
