Chongqing Municipal Commission of Housing and Urban-Rural Development
The Chongqing Municipal Commission of Housing and Urban-Rural Development performs the following responsibilities:
1. Advance the reform and development of housing and urban-rural development.
Implement laws, regulations, rules, policies, and guidelines relating to housing and urban-rural development; and draft local regulations and government rules.
Formulate and implement relevant policies, development strategies, reform plans, development plans, special plans, and annual plans.
Promote the standardized administration of urban and rural development.
Guide housing and urban-rural development work in districts/counties/autonomous counties.
2. Supervise and administer fiscal funds for housing and urban-rural development.
Be responsible for the collection and administration of urban infrastructure supporting fees and other related charges.
Work with finance authorities to raise fiscal funds for housing and urban-rural development; and prepare annual revenue and expenditure plans, and allocate funds.
Supervise the use of fiscal funds for housing and urban-rural development.
3. Supervise and administer the real estate sector.
Take the lead in formulating and implementing municipal real estate regulation policies and industry development plans.
Regulate the order of the real estate development and construction market and the real estate transaction market.
Formulate and supervise the implementation of systems relating to floor area measurement and property transactions.
Administer qualifications of real estate development enterprises and real estate appraisal agencies.
4. Supervise and administer the construction industry.
Regulate the order of the construction market.
Supervise the quality and safety of building construction and municipal infrastructure projects; be responsible for, or participate in, the investigation and handling of major engineering quality and safety accidents and emergency response to related incidents; and administer qualifications of construction enterprises and industry practitioners.
Prepare and publish local cost-estimating standards for construction projects.
Administer the application of new building materials, construction machinery, and equipment.
5. Supervise and administer the surveying and design sector.
Regulate the order of the surveying and design market.
Administer qualifications of engineering surveying and design enterprises and practitioners.
Supervise seismic fortification requirements for building construction and municipal infrastructure projects.
Guide the integrated development and utilization of urban underground space and urban sculpture projects.
6. Be responsible for housing security.
Formulate and implement housing security and housing reform policies.
Supervise and coordinate the development of government-subsidized housing.
Guide the reform and administration of publicly owned housing throughout the municipality.
Formulate and implement supervisory systems governing the contribution, use, and administration of the housing provident fund.
Supervise and administer the housing provident fund.
7. Coordinate the development of urban infrastructure.
Formulate and implement policies and plans relating to urban roads, bridges, tunnels, and related infrastructure facilities; and be responsible for project reserves, preliminary project preparation, and coordination and advancement of implementation.
Coordinate the construction of key municipal building and municipal infrastructure projects.
Be responsible for the conservation, development, and administration of historic and cultural cities, towns, villages, districts, and traditional character areas.
Guide the restoration and conservation of historic buildings and traditional character buildings.
8. Be responsible for the administration of urban rail transit construction.
Formulate and implement urban rail transit construction plans, specialized plans, and annual construction plans.
Coordinate and supervise urban rail transit construction.
Supervise project development within urban rail transit control and protection zones.
Coordinate connections between urban rail transit and other transport modes.
Guide transit-oriented property development, and coordinate the raising of funds for urban rail transit construction.
9. Exercise overall coordination of urban enhancement initiatives, strengthen coordination mechanisms, and enhance coordination capacity.
Formulate policies, guidelines, and standards relating to urban enhancement and supervise their implementation.
Take the lead in advancing urban enhancement action plans and coordinate related preliminary work and project implementation.
Coordinate planning, development, and administration of the “Two Rivers and Four Riverbanks” area; formulate and implement regulations and standards governing the development and administration of the “Two Rivers and Four Riverbanks” area; and coordinate project scheduling, implementation, supervision, and performance evaluation.
10. Coordinate efforts to improve the urban living environment.
Exercise integrated administration of urban utility pipelines; establish coordination mechanisms for the integrated administration of urban utility pipelines; and coordinate the development and administration of utility tunnels.
Take the lead in coordinating sponge city development and the “Clear Water and Green Riverbanks” improvement initiative in the central urban area.
11. Supervise and administer urban drainage and wastewater treatment.
Formulate policies, standards, and plans for urban drainage and wastewater treatment, and supervise their implementation.
Administer the construction, operation, and maintenance of urban wastewater treatment plants and urban drainage networks for stormwater and wastewater.
Administer the collection of urban wastewater treatment fees.
Oversee and administer urban drainage monitoring activities.
Take the lead in urban flood prevention and waterlogging control.
Guide urban drainage and wastewater treatment work in districts/counties/autonomous counties.
Guide wastewater treatment management in towns and townships.
12. Advance urban regeneration and urban renewal.
Guide the upgrading and renewal of aging urban functional areas and old residential compounds.
Coordinate the redevelopment of urban shantytowns.
Supervise and guide the preservation, adaptive reuse, renewal, and renovation of existing urban buildings.
Supervise and guide the expropriation of buildings on state-owned land.
Supervise housing use safety and property management activities.
13. Guide town and village development.
Formulate and implement policies relating to town and village development.
Guide the administration of town and village development.
Organize demonstration projects for rural and township development.
Guide the administration of towns and villages featuring distinctive landscapes and tourism resources.
Guide rural housing construction and the renovation of dilapidated rural housing.
14. Promote the application of construction technologies.
Advance research, development, and commercialization of technologies relating to housing and urban-rural development.
Guide the demonstration, promotion, and application of new technologies.
Undertake industry information technology and smart-management initiatives.
Organize the preparation and implementation of local engineering construction standards.
Promote the modernization of the construction industry and oversee construction standardization.
15. Be responsible for green building and building energy-efficiency administration.
Formulate and implement policies relating to green buildings and building energy efficiency, and supervise their implementation.
Administer green building evaluations and building energy-efficiency assessment and labeling.
Promote the development of energy-efficient buildings.
16. Be responsible for the review and acceptance of fire protection designs for construction projects.
Formulate policies relating to fire protection design review and acceptance for construction projects.
Guide fire protection design review and acceptance work in districts/counties/autonomous counties.
17. Be responsible for comprehensive administrative law enforcement in the housing and urban-rural development sector.
Assign specific law-enforcement activities to the relevant law-enforcement teams, and carry out unified law enforcement in the name of the department.
Guide law-enforcement work in the housing and urban-rural development sector in districts/counties/autonomous counties.
18. Be responsible for housing and urban development archives management.
Guide workforce development within the sector.
Administer professional and technical qualifications relating to construction engineering.
Conduct domestic and international exchanges and cooperation in relevant fields.
19. Be responsible for Party building work in the Commission, its directly affiliated entities, and industry social organizations under its supervision.
20. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
21. Division of responsibilities with relevant authorities
i. Division of responsibilities in liaison with the Ministry of Housing and Urban-Rural Development.
For specialized matters, relevant municipal government departments shall liaise directly with the Ministry of Housing and Urban-Rural Development according to their respective responsibilities, with the Chongqing Municipal Commission of Housing and Urban-Rural Development providing support as necessary.
For cross-sectoral matters, the Chongqing Municipal People’s Government authorizes the Chongqing Municipal Commission of Housing and Urban-Rural Development to serve as the liaison with the Ministry of Housing and Urban-Rural Development.
ii. Division of responsibilities for urban rail transit
The Chongqing Municipal Commission of Housing and Urban-Rural Development is responsible for the construction and development management of urban rail transit.
The Chongqing Municipal Bureau of Transportation is responsible for the operation and management of urban rail transit.
The two departments shall strengthen coordination to ensure effective integration between urban rail transit and the public transportation system.
