The Chongqing Municipal Bureau of Ecology and Environment performs the following responsibilities:

1. Implement the basic national systems for ecology and environment.

Implement laws, regulations, rules, standards, principles, and policies on ecology and environment; draft local regulations and government rules on ecology and environment; within its responsibilities and as authorized, formulate implementation rules and regulatory documents for relevant regulations; and organize the formulation of local ecology and environment standards and technical specifications.

Work with relevant departments to formulate and implement policies and plans on ecology and environment.

Work with relevant departments to prepare and supervise the implementation of ecology and environment plans for key regions, river basins, and drinking-water source areas, as well as water function zoning plans.

2. Coordinate and supervise major ecology and environment issues.

Establish and improve the emergency early-warning mechanism for sudden ecological and environmental incidents.

Lead the coordination of investigations and handling of major and especially serious environmental pollution accidents and ecological damage incidents; and guide and coordinate district/county/autonomous county governments in emergency response and early-warning work for relatively major or above sudden ecological and environmental incidents.

Lead the guidance and implementation of the ecological and environmental damage compensation system; and coordinate the resolution of cross-regional environmental pollution disputes.

Coordinate ecological and environmental protection in key regions and river basins.

3. Supervise the implementation of emission-reduction targets.

Supervise the implementation of the total pollutant discharge control system and the pollutant discharge permit system; organize the determination of the environmental carrying capacity of water and air; supervise and inspect the completion of pollutant emission-reduction tasks; and implement the target responsibility system for ecological and environmental protection.

4. Put forward recommendations on the scale and direction of fixed-asset investment in the ecology and environment sector, as well as the allocation of fiscal funds; and cooperate with relevant departments in implementation and supervision.

5. Supervise and manage pollution prevention and control.

Formulate and supervise the implementation of management systems for the prevention and control of pollution involving water, air, soil, solid waste, chemicals, motor vehicles, noise, light, and odor.

Work with relevant departments to supervise and manage ecological and environmental protection of drinking-water source areas; be responsible for water environment protection in river basins; and supervise the prevention of groundwater pollution.

Manage the establishment of pollutant discharge outlets into rivers.

Organize and guide comprehensive improvement of urban and rural ecology and environment; supervise and guide the treatment of agricultural non-point source pollution.

Supervise and guide regional air environment protection; and accelerate the development of regional joint prevention and control cooperation mechanisms for air pollution.

6. Guide, coordinate, and supervise ecological protection and restoration.

Organize the preparation of ecological protection plans; and supervise activities involving the development and utilization of natural resources that affect the ecology and environment, major ecological and environmental construction projects, and ecological restoration after ecological damage.

Organize the formulation of regulatory systems for the ecology and environment of various protected natural areas, and supervise law enforcement.

Supervise wildlife protection, wetland ecological and environmental protection, desertification prevention and control, and related work.

Guide, coordinate, and supervise rural ecological and environmental protection.

Supervise environmental safety in biotechnology; lead work related to biological species, including genetic resources; and organize and coordinate biodiversity conservation.

Participate in ecological protection compensation work.

7. Supervise and manage nuclear and radiation safety.

Lead relevant work under the nuclear safety coordination mechanism.

Supervise and manage nuclear safety and radioactive source safety; and supervise and manage electromagnetic radiation, the application of nuclear technologies, and pollution prevention and control in the development and utilization of radioactive mineral resources.

Organize nuclear and radiation environmental monitoring.

Be responsible for emergency response to radiation environmental accidents; and participate in emergency response to nuclear accidents.

8. Supervise and manage ecological and environmental access.

Upon authorization by the Chongqing Municipal People’s Government, conduct environmental impact assessments of major economic and technical policies, development plans, and major economic development plans; approve or review, in accordance with regulations, environmental impact assessment documents for major development and construction areas, plans, and projects; and organize the implementation of the ecological and environmental access list.

9. Manage ecological and environmental monitoring.

Formulate and supervise the implementation of ecological and environmental monitoring systems, norms, and relevant standards.

Organize the development and management of the ecological and environmental monitoring network and the ecological and environmental information network; and work with relevant departments to make unified plans for the establishment of ecological and environmental quality monitoring stations.

Organize ecological and environmental quality monitoring, supervisory monitoring of pollution sources, greenhouse gas emission-reduction monitoring, and emergency monitoring.

Organize surveys, assessments, forecasts, and early warnings on ecological and environmental quality.

Establish and implement the ecological and environmental quality announcement system; and release ecological and environmental quality information and major ecological and environmental information in a unified manner.

10. Undertake work on climate change.

Implement major strategies, plans, and policies for addressing climate change and reducing greenhouse gas emissions; undertake relevant work in Chongqing related to China’s fulfillment of the United Nations Framework Convention on Climate Change; and organize international exchanges and cooperation on climate change.

11. Organize ecological and environmental protection inspections.

Establish and improve the ecological and environmental protection inspection system; coordinate with central ecological and environmental protection inspection work; organize and coordinate municipal-level ecological and environmental protection inspections; and as authorized, inspect and hold accountable districts/counties/autonomous counties and relevant departments regarding their implementation of decisions and arrangements on ecological and environmental protection.

12. Conduct ecological and environmental supervision and law enforcement.

Organize law-enforcement inspections for ecological and environmental protection; and investigate and handle major ecological and environmental violations, as well as ecological and environmental violations that cross regions or river basins.

Assign specific law-enforcement activities to the relevant law-enforcement teams, and carry out unified law enforcement in the name of the department.

Guide ecological and environmental protection law enforcement in districts/counties/autonomous counties.

13. Conduct ecological and environmental science and technology work.

Organize scientific research and technical engineering demonstrations on ecology and environment; and promote the development of the ecological and environmental technology management system.

Participate in guiding and promoting the development of the circular economy and the ecological and environmental protection industry.

14. Organize ecological and environmental publicity, education, and international cooperation.

Formulate and organize the implementation of publicity and education programs on ecological and environmental protection; and promote the participation of social organizations and the public in ecological and environmental protection.

Organize international cooperation and exchanges on ecology and environment; and organize and coordinate the fulfillment of relevant international environmental treaties in Chongqing.

15. Undertake the routine work of the Chongqing Municipal Ecology and Environment Commission.

16. Be responsible for Party building in the Bureau, its directly affiliated entities, and the social organizations under its supervision.

17. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

18. Advance functional transformation.

Uniformly exercise responsibilities for supervising and conducting administrative law enforcement over ecological matters and all types of pollution discharge in urban and rural areas; earnestly fulfill its regulatory responsibilities; and fully implement the action plans for the prevention and control of water, air, and soil pollution.

Build an ecological and environmental governance system led by the government, with enterprises as the main actors and social organizations and the public participating together; implement the strictest ecological and environmental protection system, strictly observe ecological conservation red lines and environmental quality bottom lines; firmly fight the battle against pollution; safeguard ecological security; and build a beautiful place with clear waters and green mountains.
