The Chongqing Municipal Bureau of Planning and Natural Resources performs the following responsibilities:

1. Perform the responsibilities of the owner of natural resource assets owned by the whole people, including land, minerals, forests, grasslands, wetlands, and water resources, and perform the responsibilities for land and territorial space use control.

Implement laws, regulations, rules, guidelines, and policies on natural resources, territorial space planning, surveying, and mapping, and draft relevant local regulations and rules.

2. Conduct natural resource survey, monitoring, and evaluation.

Formulate municipal-level indicator systems and statistical standards for natural resource survey, monitoring, and evaluation, and establish a unified and standardized system for natural resource survey, monitoring, and evaluation.

Carry out basic surveys, special surveys, and monitoring of natural resources.

Supervise, manage, and release the results of natural resource survey, monitoring, and evaluation.

Guide natural resource survey, monitoring, and evaluation work in districts/counties/autonomous counties.

3. Conduct unified confirmation and registration of natural resource rights.

Formulate systems, standards, and norms for unified confirmation and registration of all types of natural resources and immovable property across Chongqing, as well as cadastral surveys, immovable property surveying and mapping, dispute mediation, and application of results.

Establish and improve the basic information management platform for natural resource and immovable property registration across Chongqing.

Collect, organize, share, submit, and manage natural resource and immovable property registration materials.

Supervise and manage the confirmation and registration of natural resources and immovable property across Chongqing.

4. Manage the paid use of natural resource assets.

Establish a statistical system for natural resource assets owned by the whole people across Chongqing, and conduct accounting for such assets.

Prepare balance sheets for natural resource assets owned by the whole people across Chongqing, and formulate assessment standards.

Formulate policies on allocation, transfer, lease, capital contribution at appraised value, and land reserve of natural resource assets owned by the whole people across Chongqing, and allocate such assets in a rational manner.

Manage the valuation of natural resource assets, and collect relevant asset proceeds in accordance with law.

5. Promote the rational development and utilization of natural resources.

Organize the formulation of development plans and strategies for natural resources across Chongqing.

Formulate and implement municipal-level standards for the development and utilization of natural resources.

Establish a government-published natural resource price system.

Organize natural resource grading, classification, and price evaluation.

Conduct evaluation and assessment of natural resource utilization, and guide economical and intensive use.

Regulate the natural resources market across Chongqing.

Organize research on policies and measures related to regional coordination and urban-rural coordination in natural resource management.

6. Establish the spatial planning system and supervise its implementation.

Implement the national strategy and system for functional zones.

Organize the preparation of, and supervise the implementation of, Chongqing’s territorial space plans and relevant special plans.

Conduct suitability evaluation for territorial space development, and establish a monitoring, evaluation, and early-warning system for the implementation of territorial space planning.

Organize the designation of control lines across Chongqing, including ecological conservation red lines, permanent basic farmland, and urban development boundaries, and develop a layout for production, living, and ecological spaces that conserves resources and protects the environment.

Organize the preparation of territorial space plans for districts in the central urban area and nearby suburbs, subarea territorial space plans, detailed plans, territorial space plans for national development zones, spatial plans for geological disaster prevention and control and mine environmental protection, and major special plans in the field of natural resources.

Guide and review territorial space plans of districts/counties/autonomous counties.

Coordinate and balance other special plans involving territorial space utilization and protection.

Undertake the review and approval work for territorial space plans of important areas assigned by the Chongqing Municipal People’s Government.

7. Establish and improve the territorial space use control system, and study, formulate, and supervise the implementation of urban and rural planning policies across Chongqing.

Undertake specific work for the short-term construction plans of districts in the central urban area and nearby suburbs formulated under the organization of the Chongqing Municipal People’s Government.

Establish mechanisms through which urban planning guides and controls urban development, construction sequence, scope, content, and related matters.

Issue, in accordance with law, written opinions on construction project site selection, construction land planning permits, construction project planning permits, and rural construction planning permits.

Be responsible for planning conditions, land pre-review, planning verification upon completion of construction projects, allocation and paid use of state-owned construction land use rights, and related work.

Organize the formulation and implementation of annual utilization plans for land and other natural resources across Chongqing.

Be responsible for the conversion of land and other territorial space uses across Chongqing.

Manage land expropriation and requisition.

8. Explore, research, protect, and utilize natural resource culture.

Prepare Chongqing’s overall plan for famous historical and cultural cities and related special plans.

Undertake planning management and planning coordination for the protection of famous historical and cultural cities, towns, villages, and blocks; traditional-style areas; historical buildings; and traditional-style buildings.

9. Coordinate ecological restoration of territorial space.

Take the lead in organizing the preparation of ecological restoration plans for territorial space across Chongqing, and implement relevant ecological restoration projects.

Be responsible for comprehensive territorial space improvement, land consolidation and reclamation, and restoration and treatment of the geological environment of mines across Chongqing.

Take the lead in establishing and implementing the ecological conservation compensation system.

Formulate policies and measures for the rational use of social funds in ecological restoration, and propose relevant major candidate projects.

10. Organize the implementation of the strictest farmland protection system.

Take the lead in formulating and implementing farmland protection policies.

Be responsible for the protection of the quantity, quality, and ecology of farmland across Chongqing.

Organize the assessment of responsibility targets for farmland protection and special protection of permanent basic farmland.

Improve the system for balancing the occupation and replenishment of farmland.

Supervise the implementation of the system for compensation for occupied farmland.

11. Manage the geological exploration industry and geological work.

Prepare geological exploration plans for Chongqing, and supervise and inspect their implementation.

Manage municipal-level geological exploration projects.

Organize the implementation of major special projects for geological and mineral exploration across Chongqing.

Be responsible for the prevention and control of geological disasters.

Supervise and manage geological problems such as excessive groundwater extraction and resulting land subsidence.

Supervise and manage paleontological fossils.

12. Implement relevant requirements of comprehensive disaster prevention and reduction plans, and organize the preparation of geological disaster prevention and control plans and protection standards for Chongqing, and guide their implementation.

Organize, guide, coordinate, and supervise the survey and evaluation of geological disasters, as well as general surveys, detailed surveys, investigations, and prevention and control of potential hazards.

Guide mass monitoring and prevention, professional monitoring, forecasting, and early warning across Chongqing.

Guide geological disaster engineering treatment.

Provide technical support for geological disaster emergency rescue across Chongqing.

13. Manage mineral resources.

Manage mineral resource reserves and the approval of overlapping mineral resources across Chongqing.

Manage mining rights across Chongqing.

Work with relevant departments to undertake regulation and related management of specific minerals subject to protective mining and advantageous mineral resources.

Supervise and guide the rational utilization and protection of mineral resources across Chongqing.

14. Manage surveying, mapping, and geographic information.

Manage basic surveying and mapping and the surveying and mapping industry across Chongqing.

Manage surveying and mapping qualifications and credit.

Supervise and manage geographic information security and market order across Chongqing.

Manage public services for geographic information across Chongqing.

Protect surveying markers across Chongqing.

15. Promote scientific and technological development in spatial planning and natural resources.

Formulate and implement strategies, plans, and programs for scientific and technological innovation and talent training in the fields of spatial planning and natural resources across Chongqing.

Organize the formulation of municipal-level technical standards, procedures, and norms, and supervise their implementation.

Organize the implementation of major scientific and technological projects and innovation capacity building.

Promote informatization in spatial planning and natural resources, as well as public services for information and materials.

Organize relevant external exchanges and cooperation in the fields of spatial planning and natural resources.

16. Undertake supervision work for spatial planning and natural resource management across Chongqing.

Be responsible for administrative law enforcement in areas including natural resource ownership surveys, natural resource protection and development utilization, spatial planning management, and surveying, mapping, and geographic information management. Specific law enforcement shall be undertaken by law enforcement teams and carried out uniformly in the name of the department.

Guide relevant comprehensive administrative law enforcement work in districts/counties/autonomous counties.

17. Be responsible for Party and mass organization work of the Bureau and its affiliated units.

18. Administer the Chongqing Municipal Administration of Forestry.

19. Undertake the day-to-day work of the Chongqing Municipal Planning Commission.

20. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

21. Functional transformation.

The Chongqing Municipal Bureau of Planning and Natural Resources shall implement the requirements for unified performance of the responsibilities of the owner of natural resource assets owned by the whole people, and unified performance of responsibilities for all territorial space use control and ecological conservation and restoration.

It shall establish the spatial planning system and supervise its implementation, give full play to the regulatory role of territorial space planning, and provide scientific guidance for the protection, rational development, and utilization of natural resources.

It shall further strengthen the protection, rational development, and utilization of natural resources; establish and improve a working mechanism combining source protection with whole-process restoration and treatment; and achieve overall protection, systematic restoration, and comprehensive treatment.

It shall promote the economical and intensive use of natural resources.

It shall further streamline and delegate relevant administrative approval matters, strengthen regulation, give full play to the decisive role of the market in resource allocation, better leverage the role of government, strengthen the binding role of natural resource management rules, standards, and systems, and make the confirmation, registration, and valuation of natural resources more convenient and efficient for the public.
