The Chongqing Municipal Bureau of Human Resources and Social Security performs the following responsibilities:
1. Implement laws, regulations, rules, guidelines, and policies on human resources and social security.
Draft local regulations and government rules on human resources and social security.
Formulate relevant development plans and policies, organize their implementation, and conduct supervision and inspection.
2. Formulate plans for the development of the human resources market, and policies on the development of the human resources service industry and the mobility of human resources, so as to promote the rational flow and effective allocation of human resources.
Manage the human resources market, human resources development and training, mobility, deployment, and related work in an integrated manner.
3. Promote employment.
Formulate employment development plans and policies that coordinate urban and rural areas.
Improve the public employment and entrepreneurship service system.
Coordinate the establishment of a vocational skills training system for urban and rural workers.
Formulate an employment assistance system.
Take the lead in formulating employment policies for college graduates.
4. Coordinate the development of a multi-level social security system covering both urban and rural areas.
Coordinate the formulation of policies and local standards for social insurance, including old-age, unemployment, and work-related injury insurance, as well as supplementary insurance.
Formulate measures for the transfer and continuation of old-age, unemployment, and work-related injury insurance relationships.
Organize the formulation of management and supervision systems for social insurance funds, including old-age, unemployment, and work-related injury insurance funds and their supplementary insurance funds, and undertake responsibility for administrative supervision.
Work with relevant departments to prepare draft budgets and final accounts for relevant social insurance funds.
Participate in formulating investment policies for relevant social security funds.
Work with relevant departments to implement the universal social insurance coverage plan.
5. Conduct forecasting, early warning, and information guidance on employment, unemployment, and relevant social insurance funds.
Formulate response plans, and implement prevention, regulation, and control measures to maintain employment stability and the overall balance of revenue and expenditure of relevant social insurance funds.
6. Coordinate the formulation and implementation of systems for mediation and arbitration of labor and personnel disputes, as well as labor relations policies.
Improve consultation and coordination mechanisms for labor relations.
Implement systems on working hours, rest days, and leave for employees.
Implement policies on eliminating the illegal use of child labor and on special labor protection for female workers and underage workers.
Organize the implementation of labor security supervision.
Coordinate work to protect workers’ rights and interests.
Investigate and handle major cases in accordance with law.
7. Participate in formulating the overall plans, regulations, and policies for the development of Chongqing’s talent teams.
Organize the implementation of, and conduct supervision and inspection over, relevant key municipal-level talent projects.
Formulate policies on talent introduction.
8. Develop professional and technical talent teams and highly skilled talent teams.
Take the lead in deepening reform of the professional title system.
Formulate policies on the management and continuing education of professional and technical personnel, as well as postdoctoral management.
Select and train high-level professional and technical talent.
Formulate policies to attract Chinese professionals who have studied overseas to work or settle in Chongqing.
Formulate policies on the training, evaluation, use, and incentives of skilled talent.
Improve the vocational qualification system.
Improve policies on diversified evaluation of vocational skills.
Take the lead in introducing urgently needed outstanding talent.
Provide services for experts and high-level talent.
9. Work with relevant departments to guide and promote reform of the personnel system of public institutions.
Within the scope of management authority, regulate the comprehensive personnel management of public institutions, including post setup, open recruitment, employment contracts, and personnel exchanges.
Formulate and implement policies for the management of personnel of public institutions and support staff in government agencies.
10. Participate in formulating policies and systems on commendations and awards.
Assist in handling selection and recommendation for honors of merit and national-level commendations.
Handle selection and recommendation for commendations by national ministries and commissions.
Work with relevant departments to organize the implementation of municipal-level commendations and commendations by municipal departments.
As authorized, study and put forward recommendations on timely commendations for major advanced models.
Guide, coordinate, and supervise the organization and implementation of commendations and awards by districts/counties and municipal departments.
Undertake work related to policy formulation, management services, and assistance for recipients of commendations and awards, including implementation of their benefits and assistance for those in difficulty.
Participate in the organization and implementation of municipality-wide demonstration activities.
Handle administrative appointment and removal procedures for personnel appointed or removed in the name of the Chongqing Municipal People’s Government.
11. Work with relevant departments to formulate wage and income distribution policies for staff of public institutions in Chongqing.
Establish mechanisms for normal wage growth and payment guarantees for employees of enterprises and public institutions in Chongqing.
Formulate welfare and retirement policies for employees of enterprises and public institutions in Chongqing.
Organize the implementation of wage, welfare, and retirement policies for government agencies and public institutions, as well as review work for unified wage payment.
12. Work with relevant departments to implement comprehensive policies and plans on migrant worker affairs.
Formulate and implement relevant supporting policies.
Coordinate the resolution of key and difficult issues, and protect the lawful rights and interests of migrant workers.
13. Conduct international exchanges and cooperation in the field of human resources and social security in Chongqing.
14. Assist in the examination organization work for civil servant recruitment, open selection, open transfer, and related examinations.
Manage the Civil Servant Examination Assessment Base (Office) in Chongqing.
Handle administrative appointment and removal procedures for personnel appointed or removed in the name of the Chongqing Municipal People’s Government.
15. Be responsible for Party building work in the Bureau, its directly affiliated units, and social organizations under its supervision.
16. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

Further advance reforms to streamline administration, delegate powers, improve regulation, and upgrade services.
Further reduce administrative approval matters.
Standardize and improve administrative and public services provided to enterprises and the public.
Reduce approval matters such as vocational qualification licensing and certification.

18. Division of responsibilities.
Regarding responsibilities shared with the Chongqing Municipal Education Commission: employment policies for college graduates shall be led by the Chongqing Municipal Bureau of Human Resources and Social Security and formulated together with the Chongqing Municipal Education Commission and other departments.
Employment guidance and services for college graduates before they leave school shall be handled by the Chongqing Municipal Education Commission.
Employment guidance and services for college graduates after they leave school shall be handled by the Chongqing Municipal Bureau of Human Resources and Social Security.
