Chongqing Municipal Bureau of Finance

The Chongqing Municipal Bureau of Finance performs the following responsibilities:

1. Implement laws, regulations, rules, guidelines, and policies on public finance and taxation.

2. Draft local regulations and rules on public finance, taxation, state-owned assets of administrative bodies and public institutions, financial affairs, accounting, and non-trade foreign exchange receipts and payments; formulate relevant policies and administrative systems, and organize their implementation.

Formulate and implement fiscal distribution policies and the tiered fiscal management system; prepare Chongqing’s fiscal development strategies and medium- and long-term plans; and guide fiscal work across the municipality.

3. Analyze and forecast the macroeconomic situation; participate in formulating Chongqing’s macroeconomic policies; put forward recommendations on using fiscal and tax policies for economic regulation; and formulate fiscal and tax policies to promote coordinated urban-rural reform and development.

Formulate distribution policies between the municipal government and districts/counties/autonomous counties, and between government and enterprises; improve fiscal and tax policies that encourage public-interest undertakings; and participate in studying and drafting local financial and financing policies.

4. Manage Chongqing’s fiscal revenue and expenditure, and assume responsibility for the management of municipal-level fiscal revenue and expenditure.

Prepare draft annual municipal budgets and final accounts, and organize the implementation of annual municipal budgets.

On behalf of the Chongqing Municipal People’s Government, report to the Chongqing Municipal People’s Congress on municipality-wide and municipal-level budgets and their implementation; report to the Standing Committee of the Chongqing Municipal People’s Congress on budget adjustments, final accounts, and other major fiscal matters.

Organize the formulation of expenditure standards and quotas; review and approve annual budgets and final accounts of departments and institutions; improve the transfer payment system; and ensure the overall balance of fiscal funds.

5. Manage government non-tax revenue and government-managed funds, and manage administrative and public institution fees in accordance with regulations.

Manage fiscal bills. Implement lottery management policies, formulate specific administrative measures, regulate the lottery market, and manage lottery funds in accordance with regulations.

6. Organize the implementation of the treasury management system and the centralized treasury collection and payment system; formulate specific administrative measures; guide and supervise municipal-level treasury operations; and carry out treasury cash management in accordance with regulations.

Organize the implementation of the government procurement system, formulate specific administrative measures, and supervise government procurement activities.

7. Organize the implementation of regulations and systems for managing state-owned assets of administrative bodies and public institutions; manage such assets in accordance with regulations; and formulate specific management systems.

Manage non-trade foreign exchange affairs of administrative bodies, public institutions, and social organizations funded by the fiscal budget.

Conduct statistical analysis of public resources.

8. Review, consolidate, and prepare draft budgets and final accounts for municipal-level state capital operations.

Implement systems and measures for state capital operation budgets, and formulate specific management systems in accordance with regulations.

Collect municipal-level state capital gains; organize the implementation of enterprise financial systems; participate in formulating specific systems for managing enterprise state-owned assets; and manage asset valuation in accordance with regulations.

9. Handle and supervise municipal-level fiscal expenditures for economic development and fiscal appropriations for municipal government investment projects, and manage fiscal investment review.

Participate in formulating policies related to municipal-level construction investment; implement the financial system for capital construction; and manage financial affairs related to policy subsidies and special reserve funds.

Manage fiscal funds for comprehensive agricultural development and on-lending of treasury bond funds.

Undertake the day-to-day work of the Chongqing Municipal Leading Group for Comprehensive Rural Reform.

10. Work with relevant departments to manage municipal-level fiscal expenditures on social security, employment, medical services, and public health.

Organize the implementation of financial management systems for social security funds and prepare draft municipal-level social security budgets and final accounts.

11. Formulate and implement systems and policies for government debt management; manage government debt in a unified manner; and prevent fiscal risks.

Exercise unified management of Chongqing’s government external debt, and supervise and manage the full process of loans and grants from international financial organizations and foreign governments.

Conduct international exchanges and cooperation in public finance and taxation on behalf of the Chongqing Municipal People’s Government.

12. Manage accounting work across Chongqing; organize the implementation of accounting laws and regulations; supervise and regulate accounting practices; formulate and implement specific accounting management systems in accordance with regulations; guide and supervise the work of certified public accountants and accounting firms across Chongqing; and guide and manage social auditing.

13. Supervise and inspect the implementation of fiscal and tax laws, regulations, and policies; report major issues in fiscal revenue and expenditure management; and investigate and address violations of financial and economic discipline.

14. Be responsible for fiscal publicity and fiscal information work, and formulate and implement plans for fiscal policy research and fiscal education.

15. Undertake other tasks assigned by the Municipal People’s Government.
