Chongqing Municipal Bureau of Justice
The Chongqing Municipal Bureau of Justice performs the following responsibilities:
1. Conduct policy research on major issues related to comprehensively advancing law-based governance in Chongqing; and be responsible for supervising the implementation of major decisions and arrangements in this regard.
2. Coordinate and plan legislative work.
Be responsible for soliciting from the public proposals for local regulations and municipal government rules.
3. Draft or organize the drafting of local regulations and municipal government rules.
Undertake the review of draft local regulations and municipal government rules.
Coordinate related legislative work.
4. Undertake the interpretation of municipal government rules; and organize post-legislative evaluations.
Coordinate the resolution of disputes and issues arising in the implementation of laws, regulations, and rules.
Be responsible for the filing, review, and clean-up of normative documents.
5. Coordinate and advance the development of a law-based government.
Guide and supervise law-based administration throughout the municipality.
Undertake work related to advancing reforms of the administrative law-enforcement system; coordinate and guide comprehensive administrative law enforcement; and promote strict, procedure-based, impartial, and non-abusive law enforcement.
Handle administrative reconsideration cases and state compensation cases under the jurisdiction of the Chongqing Municipal People’s Government; handle administrative litigation cases involving the Chongqing Municipal People’s Government and cases subject to decisions by the State Council.
Guide and supervise administrative reconsideration, state compensation, administrative litigation response, and administrative adjudication work throughout the municipality.
6. Coordinate and plan the development of a law-based society.
Formulate plans for public legal education, and organize their implementation, including public legal awareness campaigns.
Promote public participation in and support for the development of the rule of law.
Guide law-based governance and rule-of-law development initiatives.
Guide mediation work and the selection and management of people’s assessors and people’s supervisors, and promote the development of judicial offices.
7. Guide and supervise the execution of criminal penalties, the rehabilitation of offenders, and prison administration.
Guide and manage community corrections.
Guide assistance, support, and resettlement work for released offenders.
8. Guide and supervise the administration of judicial administrative drug rehabilitation facilities.
Guide and supervise compulsory isolated drug rehabilitation, and rehabilitation and recovery programs within the judicial administrative system.
9. Formulate plans for the development of the public legal services system across the municipality and guide their implementation; and coordinate and allocate legal service resources across urban and rural areas and among different regions.
Guide and supervise the administration of lawyers, legal aid, judicial appraisal, notarization, arbitration, and community-level legal services.
10. Organize and implement the National Unified Legal Professional Qualification Examination throughout the municipality.
11. Manage firearms, ammunition, uniforms, and police vehicles within the system; and guide and supervise financial management, equipment support, facilities, premises, and other support services within the system.
12. Plan, coordinate, and guide work related to the development of rule-of-law talent across the municipality; and guide and supervise workforce development within the system.
Be responsible for Party building work in the Bureau, its directly affiliated entities, and the legal profession.
Be responsible for police affairs management and police supervision within the system.
13. Be responsible for information technology development and emergency command and response work within the system.
14. Manage the Chongqing Municipal Administration of Prison and the Chongqing Municipal Administration for Drug Rehabilitation.
15. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
