Chongqing Municipal Bureau of Civil Affairs
The Chongqing Municipal Bureau of Civil Affairs performs the following responsibilities:
1. Draft relevant local regulations and rules.
Formulate and implement policies, plans, and local standards for the development of civil affairs.
2. Formulate and implement measures for the registration, supervision, and management of social organizations, including social groups, foundations, and social service institutions.
Register, manage, and conduct law enforcement supervision over social organizations in accordance with law.
3. Formulate policies and standards for social assistance.
Coordinate the development of the social assistance system.
Be responsible for subsistence allowances for urban and rural residents, assistance and support for people in extreme difficulty, temporary assistance, and assistance for people without assured living sources.
4. Formulate policies and standards for administrative divisions, administrative boundary management, and place-name management.
Review matters submitted to the Chongqing Municipal People’s Government for approval, including the establishment, naming, alteration, and relocation of government seats of administrative divisions.
Be responsible for the demarcation and management of administrative boundaries within Chongqing.
Manage place names.
Review the naming and renaming of important natural geographical entities within Chongqing.
5. Formulate and implement marriage management policies, and promote reform of marriage customs.
6. Formulate and implement funeral and interment management policies and service standards, and promote funeral and interment reform.
7. Organize the formulation of, and coordinate the implementation of, policies and measures for actively responding to population aging.
Undertake the day-to-day work of the Office of the Chongqing Municipal Committee on Aging.
Strengthen responsibilities for overall coordination, supervision, guidance, organization, and promotion of the development of aging-related undertakings.
8. Coordinate, promote, supervise, guide, and regulate elderly care services.
Formulate and implement plans, policies, and standards for the development of the elderly care service system.
Undertake work related to welfare for older adults and assistance for older adults in special difficulty.
9. Formulate policies for the protection of the rights and interests of persons with disabilities.
Coordinate the development of the welfare system for persons with disabilities and the rehabilitation assistive devices industry.
10. Formulate policies and standards for child welfare, protection of orphaned and abandoned children, child adoption, and child assistance and protection.
Improve the care service system for rural children whose parents work away from home and the support system for children facing difficulties.
11. Organize the formulation of policies to promote the development of charitable causes.
Guide social donations.
Manage welfare lottery work.
12. Be responsible for Party building work in the Bureau, its directly affiliated units, and social organizations.
13. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

Regarding responsibilities shared with the Chongqing Municipal Commission of Health: the Chongqing Municipal Bureau of Civil Affairs is responsible for organizing the formulation of, and coordinating the implementation of, policies and measures for actively responding to population aging and promoting the development of elderly care undertakings; formulating and implementing plans, regulations, policies, and standards for the development of the elderly care service system; and undertaking work related to welfare for older adults and assistance for older adults in special difficulty.
The Chongqing Municipal Commission of Health is responsible for formulating policies and measures for the integration of medical care and elderly care, and for work related to older adults’ health, including prevention and treatment of geriatric diseases, medical care for older adults, mental health, and care services for older adults.
Regarding responsibilities shared with the Chongqing Municipal Bureau of Planning and Natural Resources: the Chongqing Municipal Bureau of Civil Affairs works with the Chongqing Municipal Bureau of Planning and Natural Resources to organize the preparation and publication of the Chongqing administrative division map showing administrative division information.
15. After responsibilities related to grassroots governance and grassroots political power development of the Chongqing Municipal Bureau of Civil Affairs were transferred to the Social Work Department of the CPC Chongqing Municipal Committee, the Bureau assists in handling work involving villagers’ committees and residents’ committees where action in the name of the government is required.
