The Chongqing Municipal Commission of Ethnic and Religious Affairs performs the following responsibilities:

1. Adjustment of responsibilities

1.1 Strengthen supervision and inspection of the implementation of the Party’s and the State’s guidelines and policies, laws and regulations, and major decisions and arrangements on ethnic and religious affairs.

1.2 Promote law-based management of ethnic and religious affairs, with greater participation by professional service providers.

1.3 Guide work related to ethnic affairs in urban areas, ethnic minorities living in dispersed communities, and ethnic townships.

1.4 Promote informatization in the management of ethnic and religious affairs.

1.5 Manage affairs related to folk beliefs, and encourage and regulate public-interest and charitable activities carried out by religious circles.

1.6 Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

2. Main responsibilities

2.1 Implement laws, regulations, rules, guidelines, and policies on ethnic and religious affairs.

Organize research and investigations on ethnic and religious theories, policies, and major issues.

Strengthen supervision and inspection of the implementation of the Party’s and the State’s guidelines and policies, laws and regulations, and major decisions and arrangements on ethnic and religious affairs.

Collect, summarize, and analyze developments and information related to ethnic and religious affairs, and put forward policy recommendations.

Promote law-based management of ethnic and religious affairs.

2.2 Draft local regulations and rules on ethnic and religious affairs.

Organize and guide public communication and education on ethnic and religious policies, laws and regulations, and basic knowledge.

Supervise and inspect their implementation, and protect the lawful rights and interests of ethnic minorities.

Coordinate and guide the implementation of the Law on Regional Ethnic Autonomy.

Organize and guide relevant celebration activities in ethnic autonomous areas.

2.3 Study and propose recommendations on coordinating ethnic relations and religious relations.

Coordinate and assist in handling major matters concerning ethnic relations and emergencies involving religious affairs, and safeguard ethnic unity, religious harmony, and social stability.

Guide work related to ethnic affairs in urban areas, ethnic minorities living in dispersed communities, and ethnic townships.

Organize, undertake, and guide commendation activities for ethnic unity and progress.

2.4 Coordinate and promote the performance of ethnic affairs-related responsibilities by relevant departments.

Promote the implementation and coordination of ethnic policies in economic development and social undertakings.

Promote ethnic affairs management with greater participation by professional service providers.

2.5 Formulate special plans for the development of ethnic minority undertakings and supervise and inspect their implementation.

Participate in formulating development plans for economic and social fields related to ethnic minorities and ethnic areas.

Promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority undertakings.

Promote the development of the ethnic affairs service system and informatization in ethnic affairs management.

2.6 Study and analyze issues concerning economic development and social undertakings of ethnic minorities and ethnic areas, and put forward special policy recommendations.

Coordinate or work with relevant departments to handle related matters.

Participate in coordinating work related to science and technology development, paired assistance, poverty alleviation and development, and economic and technical cooperation in ethnic areas.

Participate in the allocation, use, and management of special funds for ethnic minorities.

2.7 Perform responsibilities for the management of religious affairs in accordance with law.

Protect citizens’ freedom of religious belief and normal religious activities in accordance with law.

Protect the lawful rights and interests of religious circles.

Prevent illegal activities carried out in the name of religion, guard against overseas infiltration through religion, and promote harmonious religious relations.

Handle matters concerning religious groups that require government resolution or coordination.

Promote informatization in the management of religious affairs.

2.8 Guide religious groups and key religious venues in carrying out activities in accordance with laws, regulations, and their rules, and support them in strengthening their own development.

Assist religious groups in training and educating religious personnel, and in running religious institutions well.

Promote self-education among religious circles on patriotism, socialism, support for national reunification, and ethnic unity.

Manage affairs related to folk beliefs, and encourage and regulate public-interest and charitable activities carried out by religious circles.

2.9 Guide ethnic and religious affairs departments in districts/counties/autonomous counties in performing their management functions in accordance with law and in handling major ethnic and religious affairs.

Strengthen contact with ethnic autonomous areas.

Promote religious affairs management with greater participation by professional service providers.

2.10 Organize and guide relevant departments and religious circles in religious exchanges with other countries and with Hong Kong, Macao, and Taiwan.

Organize and coordinate exchanges and cooperation in the field of ethnic affairs with other countries and with Hong Kong, Macao, and Taiwan.

Participate in international communication involving ethnic and religious affairs.

2.11 Participate in formulating plans for the development of ethnic minority talent teams.

Maintain contact with ethnic minority officials, and assist relevant departments in training, educating, selecting, and appointing ethnic minority officials.

Maintain contact with representatives of ethnic and religious circles, and work with relevant departments on political arrangements for such representatives.

2.12 Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
