Chongqing Municipal Commission of Economy and Information Technology
The Chongqing Municipal Commission of Economy and Information Technology performs the following responsibilities:
1. In accordance with the Notice of the General Office of the Chongqing Municipal People’s Government on Issuing the Provisions on the Main Responsibilities, Internal Structure, and Staffing of the Chongqing Municipal Commission of Economy and Information Technology (Chongqing Municipal Government General Office [2009] No. 293), the main responsibilities of the Commission are as follows:
1.1 Implement laws, regulations, rules, guidelines, and policies on industry and informatization.
Draft local regulations and rules on industry and informatization, and organize their implementation.
1.2 Propose strategies and policies for the development of new industrialization across Chongqing.
Coordinate the resolution of major issues in the process of new industrialization.
Formulate and implement development plans, industry technical norms, and standards for industry and informatization.
Promote strategic adjustment, optimization, and upgrading of the industrial structure.
Promote the integration of informatization and industrialization.
Promote the development of a defense industry research and production system that integrates military and civilian sectors and embeds military capabilities in civilian industries.
1.3 Propose the scale and direction of fixed-asset investment in industry and informatization, including the use of foreign investment and outbound investment, as well as recommendations on the allocation of fiscal construction funds for industry and informatization in Chongqing.
Review, approve, and verify fixed-asset investment projects in industry and informatization within the authority prescribed by the national government and the Chongqing Municipal People’s Government.
Plan and organize major construction projects in industry and informatization, and supervise and manage major technological transformation projects.
1.4 Monitor and analyze the economic operation of industry and the information industry.
Collect, compile, and release relevant statistics and information.
Conduct early warning, forecasting, and information guidance.
Coordinate the resolution of relevant issues in industry operation and development, and put forward policy recommendations.
Be responsible for industrial emergency management, industrial security, and work related to national defense mobilization.
1.5 Formulate and implement annual industrial regulation objectives.
Undertake responsibility for balancing and coordinating coal, electricity, industrial oil, gas, transport, and important materials.
Coordinate and balance the transport of industrial products and important materials, and prepare emergency response plans.
Manage national pharmaceutical reserves.
Guide the management of the salt industry.
1.6 Formulate and implement plans, policies, and standards for industrial technological progress and the development of high-tech industries.
Guide technological innovation and technological progress in industries, and transform and upgrade traditional industries with advanced and applicable technologies.
Promote quality management and brand strategy in the industrial sector.
Organize the implementation of major national and municipal science and technology programs, promote the industrialization of relevant research achievements, and promote the development of the software industry, information service industry, and emerging industries.
1.7 Undertake responsibility for organizing and coordinating the revitalization of the equipment manufacturing industry.
Organize the formulation of plans and policies for the development of major technical equipment and independent innovation.
Relying on major national and municipal projects, coordinate the implementation of relevant major special programs.
Promote the domestic production of major technical equipment.
Guide the absorption and innovation of imported major technical equipment.
1.8 Conduct administrative management and administrative law enforcement in sectors including electricity and natural gas.
Formulate and implement policies to promote industrial energy conservation, comprehensive resource utilization, and clean production.
Formulate plans for industrial energy conservation, comprehensive resource utilization, and clean production promotion.
Organize and coordinate relevant major demonstration projects and the promotion and application of new products, new technologies, new equipment, and new materials.
1.9 Promote reform of the industrial system and management innovation, and improve the overall quality and core competitiveness of industries.
Guide relevant industries in strengthening workplace safety management.
Guide and regulate the development of producer services.
Promote the development of key areas and major projects in producer services.
Guide and promote the development of creative industries.
Cultivate and regulate the credit service market.
1.10 Guide, coordinate, and promote industrial economic development, structural adjustment, and the adjustment of the layout of industries and enterprises in districts/counties/autonomous counties.
Guide and manage the planning and development of industrial parks in Chongqing.
Promote the development of distinctive industries in districts/counties/autonomous counties.
1.11 Implement national laws, regulations, rules, guidelines, and policies on national defense science, technology, and industry.
Draft and implement relevant supporting policies.
Supervise and manage civilian explosives across Chongqing.
Manage national defense science, technology, and industry and military-related research and production within the region.
Conduct industry management of military-led civilian products in the region, including civil aircraft, civil aerospace, civil ships, and nuclear power, and supervise the quality and safety of shipbuilding.
1.12 Conduct industry management for industrial systems in Chongqing, including automobiles, motorcycles, equipment, raw materials, electronic information, and consumer goods.
Study, formulate, and implement medium- and long-term industry plans, annual plans, and technical norms.
1.13 Coordinate and promote informatization work.
Organize the formulation of relevant policies, and coordinate major issues in informatization development.
Take the lead in coordinating the convergence of telecommunications, radio and television, and computer networks.
Guide and coordinate the development and utilization of information resources, enterprise informatization, e-government development, e-commerce promotion, and the application of informatization in social and economic fields.
Coordinate and manage the sharing of public information resources.
Organize and coordinate cross-department, cross-industry, and cross-field informatization applications.
1.14 Plan, coordinate, and manage information infrastructure development.
Organize and guide relevant departments in formulating plans for communication pipelines, public communication networks, and dedicated information networks, and undertake corresponding management work.
Coordinate major matters involving the public interest in the telecommunications market.
Be responsible for the interconnection of cross-industry and cross-department service networks for the public.
Coordinate the planning of public communication networks, promote universal telecommunications services, and ensure communications for important purposes.
1.15 Undertake responsibility for relevant information security management.
Coordinate the maintenance of information security and the development of the information security assurance system across Chongqing.
Guide and supervise security assurance for important information systems and basic information networks of government departments and key industries.
Coordinate the handling of major information security incidents.
1.16 Allocate and manage radio frequency spectrum resources across Chongqing in a unified manner, and supervise and manage radio stations in accordance with law.
Coordinate matters related to radio management between military and civilian authorities.
Be responsible for radio monitoring, testing, and investigation and handling of interference.
Coordinate the handling of electromagnetic interference, maintain the order of radio waves, and organize the implementation of radio control in accordance with law.
1.17 Formulate and implement plans for talent development in the field of industry and informatization.
Develop and manage the training system for industrial enterprises.
1.18 Undertake other tasks assigned by the Chongqing Municipal People’s Government.
2. In 2011, in accordance with relevant documents, the Chongqing Municipal Government Logistics Office was established and placed within the Chongqing Municipal Commission of Economy and Information Technology.
The Office is mainly responsible for coordinating logistics work for industrial products across Chongqing.
3. In 2019, in accordance with relevant documents, institutional responsibilities were adjusted as follows:
3.1 Responsibilities transferred out include responsibilities related to big data application, except for promoting informatization development in the industrial sector, promoting the integration of informatization and industrialization, the industrial internet, the Internet of Things, industrial information security, and industrial development and industry management of the software and information service industries across Chongqing.
Transferred-out responsibilities also include the responsibilities of the former Chongqing Municipal Government Logistics Coordination Office; responsibilities related to integrated military and civilian development and national defense science, technology, and industry; supervision responsibilities for bidding and tendering activities of industrial and information industry projects; responsibilities of the former Chongqing Municipal Small and Medium-sized Enterprises Bureau related to the industrial development of agricultural product processing, monitoring and analysis of agricultural product processing, work related to agricultural product processing development under the action plan for implementing the rural revitalization strategy, industry-based poverty alleviation and agricultural product processing development under poverty alleviation work, professional guidance for agricultural product industry associations, and administrative management of township enterprises undertaken in accordance with the Township Enterprises Law.
3.2 Responsibilities transferred in include responsibilities for the management of liquefied natural gas, liquefied petroleum gas, alcohol-based fuels, and related matters.
Transferred-in responsibilities also include coordinating the cultivation and development of micro-enterprises across Chongqing; responsibilities of the former Chongqing Municipal Small and Medium-sized Enterprises Bureau, except those transferred to the Chongqing Municipal Commission of Agriculture and Rural Affairs; and implementation of industrial energy conservation supervision and law enforcement.
3.3 Be responsible for formulating plans and policies related to smart development, and coordinating major issues in smart development.
Be responsible for promoting informatization development in the industrial sector, and promoting the integration of informatization and industrialization, the industrial internet, the Internet of Things, and industrial information security.
Be responsible for industrial development and industry management of the software and information service industries across Chongqing.
Be responsible for relevant work of the Office of the Chongqing Leading Group for Big Data and Smart Development.
Undertake work related to the World Smart Industry Expo.
Strengthen Party building work in the Commission, its directly affiliated units, and industry social organizations in the industrial sector.
3.4 Be responsible for the day-to-day operation, dispatch, and management of important energy resources, including electricity, natural gas, and coal.
Work with the Chongqing Municipal Administration of Energy to prepare annual balance plans for electricity, natural gas, and coal.
4. In 2024, in accordance with relevant documents, institutional responsibilities were adjusted as follows:
Strengthen responsibilities for coordinating investment promotion, manufacturing investment promotion, and guidance on investment promotion in industrial parks.
Transfer in the responsibility for coordinating and promoting the development of electric vehicle charging infrastructure.
Transfer out responsibilities for services related to the development of the private economy, including the cultivation of various types of private market entities.
Transfer out the responsibilities of the Office of the Chongqing Leading Group for Paired Assistance to Xizang.
