The Chongqing Municipal Bureau of Science and Technology performs the following responsibilities:

1. Formulate and implement Chongqing’s strategies and guidelines for innovation-driven development, as well as plans and policies for science and technology development and the introduction of international expertise.

2. Coordinate and promote the development of Chongqing’s innovation system and reform of the science and technology system.

Work with relevant departments to improve incentive mechanisms for technological innovation.

Improve the research system, guide the reform and development of research institutions, and promote the development of enterprises’ technological innovation capacity.

Undertake work related to promoting integrated military and civilian development in science and technology.

Promote the development of relevant systems for major science and technology decision-making consultation across Chongqing.

3. Take the lead in promoting the development of Chongqing’s science and technology management platform, and mechanisms for coordination, evaluation, and supervision of research project funding.

Work with relevant departments to propose policies and measures for optimizing the allocation of science and technology resources.

Promote the development of a diversified science and technology investment system and the integration of science and technology with finance.

Coordinate and manage municipal-level fiscal science and technology plans, including special programs and funds, and supervise their implementation.

4. Formulate and implement plans and policies for basic research across Chongqing.

Organize and coordinate basic research and applied basic research.

Organize the implementation of projects under the Chongqing Natural Science Foundation.

Formulate and implement plans for the development of science and technology innovation bases.

Participate in the preparation and implementation of plans for science and technology infrastructure development.

Take the lead in organizing the development of key laboratories across Chongqing.

Promote the development of support for research conditions and the open sharing of science and technology resources.

5. Prepare municipal-level science and technology project plans and supervise their implementation.

Coordinate the research, development, and innovation of key generic technologies, frontier leading technologies, modern engineering technologies, and disruptive technologies.

Take the lead in organizing major technological breakthroughs and demonstrations for the application of scientific and technological achievements.

6. Organize the formulation and implementation of plans, policies, and measures for the development and industrialization of high and new technologies, and for science and technology to promote agricultural, rural, and social development.

Organize analysis of technological development needs in key fields, propose major tasks, and supervise their implementation.

7. Take the lead in developing Chongqing’s technology transfer system.

Formulate and supervise the implementation of relevant policies and measures for the transfer and commercialization of scientific and technological achievements and for promoting collaboration among industry, universities, and research institutions.

Guide the development of the science and technology service industry, technology markets, and science and technology intermediary organizations.

8. Coordinate the development of regional science and technology innovation systems.

Guide regional innovation development, the rational layout of science and technology resources, and the development of collaborative innovation capacity.

Promote the development of science and technology parks.

9. Develop the science and technology supervision and evaluation system and manage related science and technology evaluation work.

Promote reform of the science and technology evaluation mechanism.

Coordinate the development of research integrity.

Organize the implementation of innovation surveys and the science and technology reporting system.

Undertake science and technology confidentiality work across Chongqing.

10. Formulate plans, policies, and measures for external exchanges in science and technology and for open cooperation in innovation capacity.

Organize domestic and international science and technology cooperation and exchanges of science and technology talent.

Guide relevant departments and districts/counties/autonomous counties in external science and technology cooperation and exchanges of science and technology talent.

11. Manage the introduction of international expertise.

Formulate and implement overall plans and programs for introducing foreign experts.

Establish mechanisms to attract and gather foreign scientists and teams, and mechanisms for liaison and services for key foreign experts.

Formulate plans, policies, and annual programs for overseas training, and supervise their implementation.

12. Work with relevant departments to formulate plans and policies for the development of science and technology talent teams.

Establish and improve evaluation and incentive mechanisms for science and technology talent.

Organize the implementation of science and technology talent programs.

Promote the development of high-level science and technology innovation talent teams.

Formulate and implement plans and policies for science popularization and science communication.

13. Organize the evaluation of science and technology awards and the Government Friendship Award.

Undertake work related to introducing science and technology innovation resources, cultivating technology-based enterprises, and promoting science and technology publicity.

14. Be responsible for Party building work in the Bureau, its directly affiliated units, and industry social organizations.

15. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

16. Functional transformation.

The Chongqing Municipal Bureau of Science and Technology shall focus on implementing the strategies of invigorating the municipality through science and education, strengthening the municipality through talent, and driving development through innovation.

It shall strengthen, improve, and transform the government’s science and technology management and service functions; improve the science and technology innovation system and organizational structure; strengthen macro-level management and overall coordination; reduce micro-level management and specific approval matters; and strengthen ongoing and ex post regulation and research integrity development.

It shall shift from research and development management to innovation services, and further advance reform of science and technology plan management.

In accordance with national requirements, it shall promote the practice that government departments do not directly manage specific research projects, and entrust professional institutions with specific work such as project acceptance, review, approval, process management, and final acceptance.

It shall further improve the evaluation mechanism for science and technology talent; establish and improve an evaluation system and incentive policies for science and technology talent that are oriented toward innovation capacity, quality, contribution, and performance; and coordinate the development of Chongqing’s science and technology talent teams and the introduction of foreign expertise.

17. The division of responsibilities with the Chongqing Municipal Bureau of Human Resources and Social Security concerning work permits for foreigners working in Chongqing shall be implemented in accordance with the Notice of the Central Institutional Organization Commission Office on the Division of Responsibilities for Work Permits for Foreigners Working in China (Central Establishment Office [2018] No. 97).
