The Chongqing Municipal Education Commission performs the following responsibilities:

1. Implement laws, regulations, rules, guidelines, and policies on education.

Draft local regulations and rules on education.

Formulate development plans and education policies for the education sector, and guide education work across Chongqing.

2. Coordinate the planning and management of education at all levels and of all types across Chongqing.

Manage municipal institutions of higher education and affiliated public institutions.

Be responsible for reform of the education system across Chongqing.

Adjust the layout and structure of senior secondary schools and above.

Guide education and teaching reform, curriculum and teaching material development, and educational research in schools at all levels and of all types.

Manage education statistics and information work.

3. Promote balanced development of compulsory education and educational equity.

Guide and coordinate compulsory education.

Organize the implementation of policies and measures to further direct public education resources toward rural and ethnic minority areas.

Implement teaching reform in basic education.

Guide general senior secondary education, preschool education, and special education.

Fully implement quality-oriented education.

4. Manage education supervision across Chongqing.

Monitor the development level and quality of basic education across Chongqing.

Supervise, inspect, and guide education work in districts/counties/autonomous counties.

5. Guide the development and reform of employment-oriented vocational education.

Organize the implementation of policies and measures to deepen teaching reform in vocational education.

Guide vocational institutions in improving their standards and quality of education.

6. Manage the development and reform of higher education across Chongqing.

Undertake responsibility for improving the quality and innovation capacity of higher education and promoting the integration of industry, universities, and research institutions.

Coordinate and guide all types of higher education and continuing education.

7. Coordinate and manage education funds of the department.

Supervise and inspect fiscal appropriations for education and the collection of education taxes and fees in districts/counties/autonomous counties.

Participate in audit supervision of education funds.

Manage the allocation, budgets, and final accounts of education funds.

Manage education assistance.

Supervise and inspect the revenue and expenditure of enrollment funds in districts/counties/autonomous counties.

8. Coordinate and manage private education.

Formulate policies and measures for the management of private education.

Regulate the order of school operation, and undertake responsibility for supervising private education.

9. Guide ideological and political work, moral education, physical education, health education, arts education, and national defense education in schools at all levels and of all types.

10. Administer teacher-related work across Chongqing.

Implement the teacher qualification system.

Guide the development of talent teams in the education system.

Manage institutional staffing, personnel, social security, education and training, personnel deployment, and professional title evaluation in the education system.

11. Manage academic education, academic degrees, and student status across Chongqing.

Participate in formulating employment policies for graduates of regular institutions of higher education.

Guide regular institutions of higher education in carrying out employment and entrepreneurship work for college students.

12. Manage enrollment for universities and secondary vocational schools.

Manage enrollment plans for higher education and secondary education.

Manage examinations, admissions, and enrollment for all types of education.

13. Organize and guide the development of key disciplines, key laboratories, and high-quality distinctive professional courses in institutions of higher education.

Organize institutions of higher education to undertake major national and municipal scientific research projects.

Plan and guide research in natural sciences, philosophy, and social sciences in the education system.

Develop high and new technologies and promote the commercialization of scientific and technological achievements.

14. Exercise centralized management of external exchanges and foreign affairs in the education system.

Manage educational cooperation and exchanges with international partners and with Hong Kong, Macao, and Taiwan.

Manage overseas Chinese affairs in the education system.

15. Manage language and writing work across Chongqing.

Formulate medium- and long-term plans for language and writing work.

Manage Putonghua (mandarin Chinese) training and testing.

16. Conduct macro-level management of state-owned assets of all types of schools.

Guide school construction, educational equipment, education-related industries, work-study programs, and school logistics reform.

17. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.
