The Chongqing Municipal Development and Reform Commission performs the following responsibilities:

1. Formulate and implement strategies, medium- and long-term plans, and annual plans for Chongqing’s economic and social development.

Take the lead in developing a unified planning system.

As authorized by the Chongqing Municipal People’s Government, take the lead in reviewing, coordinating, and aligning municipal-level special plans, regional plans, spatial plans, and Chongqing’s development plans.

Draft regulations on Chongqing’s economic and social development and reform of the economic system.

2. Propose overall objectives, major tasks, and related policies for accelerating the development of a modern economic system and promoting high-quality development.

Organize the evaluation and supervision of major strategic plans, major policies, and major projects, and put forward recommendations on relevant adjustments.

3. Coordinate and propose major objectives for Chongqing’s economic and social development.

Monitor, forecast, and provide early warning on macroeconomic and social development conditions and trends, and put forward macro-control policy recommendations.

Coordinate macroeconomic policies, and take the lead in studying macroeconomic response measures.

Study major issues in economic operation and put forward relevant policy recommendations in a timely manner.

Coordinate the resolution of major issues in economic operation.

Formulate and implement relevant pricing policies.

Set and implement prices for a small number of important commodities and services and important fee standards managed by the government.

Participate in formulating fiscal and financial policies.

4. Guide, promote, and coordinate work related to reform of the economic system, and put forward relevant reform recommendations.

Take the lead in promoting supply-side structural reform.

Coordinate and promote reform of the property rights system and market-based allocation of factors of production.

Promote the improvement of the modern market system.

Work with relevant departments to implement the negative list system for market access.

Take the lead in improving the business environment.

5. Study and propose strategies, plans, overall balance objectives, structural optimization objectives, and policies for the use of foreign investment and outbound investment.

Take the lead in promoting the implementation of Belt and Road cooperation.

6. Manage investment in an integrated manner.

Formulate objectives and policies for regulating the overall scale and structure of fixed-asset investment across society.

Work with relevant departments to formulate approval authority for government-invested projects and the catalogue of fixed-asset investment projects subject to government approval.

Arrange fiscal construction funds.

Approve, verify, and review major projects within the prescribed authority.

Plan major construction projects and the layout of productive forces.

Formulate and promote the implementation of policies and measures to encourage private investment.

7. Promote the implementation of regional coordinated development strategies, the new urbanization strategy, and major policies, and organize the formulation of relevant regional plans and policies.

Coordinate the implementation of major regional development strategies across Chongqing.

Organize the formulation and coordinate the implementation of programs such as work-relief programs.

Coordinate regional cooperation and paired assistance.

Organize the preparation and implementation of new urbanization plans.

8. Organize the formulation of comprehensive industrial policies.

Coordinate major issues in the development of primary, secondary, and tertiary industries, and align relevant development plans and major policies.

Coordinate and promote the development of major infrastructure.

Organize the formulation and implementation of strategic plans and major policies for the service sector.

Conduct integrated analysis of consumption trends, and formulate and implement comprehensive policies and measures to promote consumption.

9. Promote the implementation of the innovation-driven development strategy.

Work with relevant departments to formulate plans and policies for promoting innovation and entrepreneurship, and propose policies for innovation-driven development and the cultivation of new drivers of economic growth.

Work with relevant departments to plan the layout of major science and technology infrastructure.

Organize the formulation and implementation of development plans and policies for high-tech industries and strategic emerging industries.

Coordinate major issues related to industrial upgrading and the promotion and application of major technical equipment.

10. Track and assess relevant risks and hidden hazards, and put forward work recommendations.

Be responsible for the overall balance and macro-control of important commodities.

11. Align policies for social development with economic development, and coordinate related major issues.

Organize the formulation of social development strategies and overall plans.

Coordinate the development of the basic public service system and reform of the income distribution system.

Put forward policy recommendations on promoting employment, improving social security, and ensuring coordinated economic development.

Take the lead in developing the social credit system.

12. Promote the implementation of the sustainable development strategy, and promote ecological conservation development and reform.

Coordinate work related to ecological and environmental protection and restoration, energy and resource conservation, and comprehensive utilization.

Propose policies and measures for improving the ecological conservation compensation mechanism.

Coordinate work related to the environmental protection industry and the promotion of clean production.

Propose and implement energy consumption control objectives and tasks.

13. Implement national guidelines, policies, laws, regulations, and rules on public resource transactions.

Coordinate, guide, and supervise public resource transaction activities across Chongqing.

Guide and coordinate bidding and tendering work across Chongqing, and formulate policies and regulations on bidding and tendering.

Supervise, manage, and enforce laws in bidding and tendering activities for engineering construction projects that are subject to mandatory bidding in accordance with law and are approved or verified at the municipal level.

Accept complaints, and investigate and handle violations of laws and regulations in accordance with law.

14. Work with relevant departments to formulate strategies and plans for promoting coordinated development of economic development and national defense development, and coordinate related major issues.

15. Undertake specific work related to the Chongqing Leading Group for Promoting the Development of the Chengdu-Chongqing Twin-Hub Mega-Region, the Chongqing Leading Group for Promoting Belt and Road Cooperation, the Leading Group of the CPC Chongqing Municipal Committee for Promoting Regional Coordinated Development, the Chongqing Leading Group for Major Projects, the Chongqing Leading Group for Paired Assistance to Xizang, and the Chongqing Leading Group for Promoting High-Quality Development of Development Zones.

16. Administer the Chongqing Municipal Administration of Energy and the Chongqing Municipal Administration of Grain and Material Reserves.

17. Undertake other tasks assigned by the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government.

18. Functional transformation.

Implement the new development philosophy, and shift the main focus to macro-level management, overall planning, and major issues.

Strengthen integrated coordination of major strategic plans, major policies, major reforms, and major projects across departments, regions, industries, and fields.

Coordinate comprehensive innovation reform, and improve the quality and efficiency of economic development.

Further reduce micro-level management matters and specific approval items.

Minimize direct government allocation of market resources and direct government intervention in market activities.

Improve the efficiency and fairness of resource allocation, and stimulate the vitality of all types of market entities.

Strengthen the functions of formulating Chongqing’s development strategies and developing a unified planning system.

Improve Chongqing’s planning system, enhance planning coordination, streamline the number of plans, improve planning quality, and better leverage the guiding role of Chongqing’s development strategies and plans.

Improve the macro-control system, innovate regulation methods, and develop mechanisms for policy coordination and work coordination among development planning, fiscal policy, financial policy, and related areas.

Strengthen economic monitoring, forecasting, and early-warning capacity.

Establish and improve mechanisms for major issue research and policy reserves, and make macro-control more forward-looking, targeted, and coordinated.

Further advance reforms to streamline administration, delegate powers, improve regulation, and upgrade services.

Fully implement the negative list system for market access.

Deepen reform of the investment and financing systems, and minimize the scope of project approval and verification.

Deepen pricing reform, revise and reduce the government pricing catalogue in a timely manner, and improve pricing mechanisms that reflect market supply and demand.

Accelerate the sharing of government regulation information and public credit information.
