China's Rules for Notarization Procedure clearly state that notarization matters should be accepted by the notarial agency at the place of residence, habitual residence, place of conduct, or place of occurrence of the applicant. When applying for notarization from a notarial agency, one should fill in the notarization application form, and also submit their identity certificates, the document for notarization application, and supporting materials. If the application is entrusted to another person, the agent shall submit the authorization letter of the third party. Notarial agencies may accept applications that meet the following conditions:

(1) The applicant has an interest in the matter for which notarization is sought;

(2) There is no dispute between the applicants regarding the matters for notarization;

(3) The matters for which notarization is applied are within the prescribed scope;

(4) The matter for which notarization is applied complies with relevant regulations and the scope of notarization services that the notarial office may accept within its practice area.
